Mr. Duyis tock the fleor in opposition to the resolution. He and his constituents were slaveholders, anc their rights were guaran- teed by the laws of their State and of Congress. The crueade against slavery was unjust, fana- tical, and piratical, hke all other crusades. Mr. Johnson disputed the authority of Ucr- gTees to pass such @ resolution. There was no doubt of the authority of Cengress to enlist slaves, or of the right to amend the Corstitu- tion so 4s to abolish slavery. He (Mr. John- son) Gid not believe tha: the tact of asiave being cailed into the service of the United States made him free. theugh he believed it to be the Guty of Congress to provide for the freedom of alisuch men by compensating their masters, or by some o!her constitutional means. Mr. Carlile spoke against the resolution. He denied the right of the Government to con- script either whites or blacks for the army. He denicd the right to putasiaye in the army in any capacity.
