Mr.N. D. Larner, chairman, stated that it ‘would require 83,04) to clear the ward of the arait, and that an ordér of Provost Marshal General Fry had been issued yesterday which showed that no men put into the service prior to Dec. 19, 1-64, would be credited to the pres- ent quota of this District. He also stated that this District had pat more men into the army than the State of Maryland, and more than one-fourth of the population, according to the cengus of 1560, had been put into service from the city of Washington. He thought, under the present working ef the Sssociation, there was no chance of clearing the ward of the draft, and advised the meeting to Suggest seme more feasible plan by which that end may be attained. Mr. J. H. Bartlett stated that under the call for 510,000 the quota of the Third Ward was 255, and that under the call for 300,000 it is now enly lll. The people had already done con- siderable to aid the ward, but there were many on the list who were over age, and ‘Would not even go to the trouble of making an affidavit for the purpose of getting their names erased, when they were assured it should cost them nothing. Mr. Larner stated that men in Government eeploy. in Washington, from Northerd cities, fad putin substitutes in this city to save the trouble of going Rome for one, and that said mea cost $100 here, and that $700 bounty is al. dJowed said man to pay for his substitute, he making $300 by the transaction. He consid. ered it utterly impossible to raise half the money necessary to clear the ward of the dratt. The committee appoiuted to canyasthe ward reported that over half the ward had been canvassed, and i! men had been found erro- neously enrolied, some of whom were dead. others blind, and still o thers who had but one arm or one leg. Mr. Larnergtated that two men of this city, named Dardem, who were drafied out of the ‘Third Ward in 1563, and who had run away to Dixie, had recently been captured, and are now in the Old Capitol, but the ward was re- fused the credit of them now, notwithstanding the Government had agreed to do so. On motion, the Association was. dissolved, «ind a committee, consisting of Messrs. Hough, Emcry and Prott, was xppointed to dratt arti- cles for a new association, wit® instructions to report, at the same place, on Saturday evening next; when the meeting adjourned. ja a Tue Qvora or Tue Districr.—The follow- ing correspondence has taken place between Nobile D. Larner, one of the Common Council, and President of third ward recruiting associ- ation, and Major General J. B. Fry, Provost Marshal General, for the purpose of showing that the statement that the District's quota was 3,019 under the last call, which many thought ineorrect, received at least an officia! endorse- ment.
