Wren —The Inte Superintendent of the Metropolitan Police of this District, Wm. B. Webb, Esq , d:livered an interesting address to the officers and members of the department enresigning his position as their chief. in which he expressed his regret that circum- stances beyond his control had rendered it ab- solutely necessary that he should sever his correction with that department, one with WD ch Le Was connected at its organization, and whic. be has seen progress until now, he was Proud to say, it was wortby, in every way, of the labcr and care which had been bestowed mponit. He said “A reference to the record of our work for the past three vears will show that we have mot been idle during our existence as an insti- tuticn. In tha! period we have arrested 69 661 ers CUS, Within & fraction of the entire popu- lation of the city of Washington at the fase census; we have had pass through onr hands, and have records toshow what has become of At, $596,565 41, pearly enough to maintain the entire Police Department for three years to come. Through our exertions fines have been i in all to $93,953 9, as fol- om, including a part of the county, $75,655 15: in Georgetown, including Another part of the county, 12,13” 66, and for violations of the act offCongress forbidding the sale of liquor to soldiers, $5,773 13. i find that our records show eleven thousand nuisance complaints atrended to, and abated, through ©ur exertions, and I think it is sateto say as many more have been attended to of which no record bas been kept, making in all overt wen- ty thousand. Mr. Webb then referred to various duties, the rigid performance of which, he said, would alone insure success in the operations of theen- tire department; which were to read frequently and attentively the “Rules and Regulations.” to deport themselves. both on and off of duty Bo as to reflect creait on the department; to be courteous and Choice in their language with one Snother; to be as brief as possible in their inter- course with c.tizens and strangers, as police- Men were often drawn into difficulty by evil- Minced persons; to be cleanly in person and dress, so 4s to command respect: to never aban- don their beats, and thereby exposa lives and property to those disposed to prey upon them; to always respect their officers. in conclusion, Mr. Webb, requested that the path of his successor should be made as pleas- ant as was his, and recommended Mr. Rich- &rds as a gentleman ef integrity, honesty, in- dustry and moral worth, and hoped that no de- fection on their part would discredit the good opinion of them that he had given to his suc- cessor. —— ee — Tue TRIAL or De. Kgasry.—The Court yesterday, after a recess, reassembled at one o'clock, and, after a protracted consultation, ‘witn closed doors, as to whether the aecused ‘would be required to plead to the first specifi- cation of the second charge, reopened the doors, and the Court announced that the prisoner ‘would be reqnired to plead; and the accused plead not guilty The objection of the defense to the above- mamed specification was thatit was contradic- tory to the second specification under the same charge The defense raised the same objection to all me el oes stions m this charge save the last; but the Court not sustaining the objection, the counsel for the defense gave notice that he ‘would file his objections; and the accused Plead not guilty te the second, third, fourth, Riith, sixth, seventh and eighth specifications. To the ninth specification the counsel for de- fence hoped the accused would not be required to plead, 8s it made a too general charge against the accused, covering about sev@teen months. He desired the charge to be more specific, and quoted from a similar case to sustain his re- quest The court was cleared. and on reopening the Dinth specification was withdrawn. ‘To the second charge he plead not guilty. To the Ist, 2d, Sd, 4th, 5th, 6th, 7th and Fth Specifications of the third charge the accused plead not guilty. On the utnth specification the defénce raised the same objection as to the second specifica- tion of the second charge, saying this objection ‘would kewise be filed; and the accuced plead not guilty. An additional specification (No. 10 of third ebarce) was preierred again: the accused: which charges bim with having examinced, on or about the Ith day of May, I+f4, nine col- ored men, and accepting seven of them as re- cruits, and reje.ting two, who were brought before him by Hiram H. Arnold; and when asked by Arnold for a receipt for their deliv- ery, replied—* Hold on in the passage a few min » and I will attend to you,” and soon After wards,on the same day, the accnsed went out into the passage and p1id Arnold $175 for the recruits, saying :— That is the kind of re- ceipts we are giving,” to which charge the ac- cused plead pot guilty.
