W_ Blackford, Commis- sioner of the Board ot Enroliment, was re- sumed this morning, before the Military Com- mission, on 14th street, below Pennsylvania avenue, of which Brig. Gen. Briggs is Presi- donk and Lieut. Col. Burnham, Judge Advo- cate. The letters of appointment and acceptance of the accused as Commissioner of the Board cf Enrollment, were offered in evideace by the accused, and accepted as such. The defense of the accused was read by the Judge Advocate. His statement is thet he was appointed com- Missiover of the Board of Enrollment Augast 1, 1£63; that he was guilty of no conduct preju- dicial to good order and military discipline. To the first specification he states that he pur- chaced a certificate of enlistment at a less price than its value, and states that such proceed- ings was allowed by Capt.Scheetz. In regard te the second specification, he states that he did nothing wrong, as also to the others, and closes by stating that the law forbidding the receiving ot money by officers and employees of the Roard of Enroliment was not in force until February 24, 1564; that he could have easily sold certificates of non-enrollment at $100each, without any fear of detection, but he never thoneht of such proceeding: that he performed Mr. Ball's werk in making out papers during Mr. B.'s absence; that the following day he re- crived a note by Mr. Dudley's clerk, eaclosing $55, which be said was due him, he having made out eleven papers for him, and it being usual to pay $5 for : that he had been under srrest since the 22d of October, and not allowed to draw p The case being ¢ cleared for deliber: yet before the find: luded, the court was n.
