Cobb Deciared Disloyal. We have received the Richmond Whig of the 16tb, from which we extract the following: Glerious News from East Teanessee. Breckinridge is not only intell ally great but he is as brave as the bravest, and seems to have learned the art of war by intuitien. Like | Forrest, he is ever able to accomplish what others deem im ible. In East Tennessee he has at asingle blow swept away the pre: tige of what the Yankees claim as a g | victcry. ‘The following dispatch, received at the War Department last night, speaks for | itself, and hardly needed the brief preface we WASHINGTON CITY: SATURDAY....... Apropos to this conjecture, we | learn that an immense fleet of transports, laden with stores, bas arrived in Mobile Bay, which loeks as if 8 movement is contemplated at an early day in that quarter. We have, upon the above hypothesis, the most singular feature of the war—that is, of two large armies passiag each other by a sort of flank movement and moving in an opposite direction. Sherman may bea shrewd banker, a stubborn fighter, and & prospective candidate for Presidential bonors ; but we venture the prediction that he bas been woefully outgeneraled this time. K 85 Way NAVY YARD AFFAIBS—COLLISION ON THE POTOMAC, Yesterday afternoon the gunboat Stepping Stones, formerly of the Potomac Flotilla, buy ‘which has for over two years past been at. tached tothe North Atlantic Squadron, doing duty in the Chesapeake and tributaries arrived atthe Yard. The Don, fiagship of the Potomac fiotilla, Commander Parker, arrived iast night from St. Inigoes. She reports that the six survivors of the ill-fated Tulip, who are in the hospital at Point Lookout, are doing well and it is prob- able they will recover. There are also two others belonging to the ill-fated steamer, Mas- ter’s Mate Davis, now on the Wyandank, and Ensign Wagstaff, now on the Commodore Read. Now and then pieces of the wreck and hats, &c., belonging to the officers and men of the Tulip are seen floating en the river, which causes the eye to become moistened with a tear of regret for the untimely loss of the brave of- ficers and menof the boat. On Wednesday night last, a collision oc- curred a mile from Point Lookout, the Dragon running into the Freeborn, (both of the Poto- mac flotilla) and knocking off the nose and arm of the latter, causing her to leak badly, three feet making in her hold in about seven minutes. By the usaof the pumps she was, however, kept afloat until she arrived at the station at St. Inigoes, where she was beached. She will be sent here probably for repairs, her damages being extensive. DESTBUCTION OF A RBBEL FISHERY. The Navy Department has received a com- munication from Lieut. John Shewell, com- manding the United States steamer Stars and Stripes, dated on board that vessel, off St. Marks, Fia., Oct. 19th, in which he says: « Having heard of the existence of a valuable and extensive government fishery on Marsh Island, on the north side of the Oclockonee river, I despatched an expedition last night— consisting of the first and second cutters of this vessel, with armed crews, the whole under the and of Acting Master George E. Hill—to troy it, and dosuch other injury to the en- y as the circumstances and opportunities ight permit. “The expedition returned at9 o'clock this morning, Mr. Hill having landed at daybreak with 30 men, fully accomplishing the object for which it was sent. LOCAL NEWS. CHaRGE oF OCRURL PUNIsHMENT.—Yes- terday afternoon, Miss Elizabeth Duvall, a teacher in a male primary school of the 2d District, was before Justice Johnson to answer the complaint of Mr. Frederick Depro, that she bad inflicted cruel punishment on the per- son of his son, a boy of six years. The alleged whipping is charged to have been committed on Wednesday last and was not denied by Miss Duvall, who stated that the punishment was inflicted for using profane language in the school-room. The boy was before the Justice, and an examination was made, which showed that the boy had been pretty smartly handled. It was remarked by some in the office that the marks would not have been visible had Rot the boy on the day in question had on thin pantaloons. The blows were inflicted witha ruler, and the parts visited were black and blue. A number o; trustees were present, and the manual of the schools was referred to, by which it appeared that corporal punishment is authorized to be used in the schools. The Justice decided that the teacher in the school-room had the right to inflict corporal punishment, but in this case he deemed the punishment exeessive. If the boy deserved such severe punishment, and was notoriously a bad boy, it would have been better tor her to bave conterred with the parents or have re- ported the scholar to the trustees for dismissal. He held her to bail to keep the peace. = —— GrRanpD LARCENY CasEs.—Mary Key was arrested yesterday afternoon by officer Wil- Nams, upon & chargeof grand larevny of cloth- ing, &c., from J. P. Pepper.
