Grover’s THEATER.—Mr. and Mrs. Bar- ney Williams are to receive a benefit this eve- ning, and we trust it will be a substantial one. The bill prepared for the occasion comprises three fine pieces—“Barney the Baron,” the fairy spectacie of the “Lakes of Killarney,” and “An Hoar in Seville’—Mr. and Mrs. Ww. appearing in sixteen different characters. To- morrow aiternoon and evening these favorites a for the last time in this city for the prezent. sees Ses Tae Dravt Mezerine.—An meeting of the eitizens was held ie City Hall last evening to take measures in rence tothe approaching draft—Mayor Wallach in the chair. The Mayor reported that the committee 1s pointed at the last meeting to wait on the Provost Marshal General, had enclosed to him a& copy of the resolutions adopted, and also ad- dressed him a letter, more fully setting forth the object of the meeting, and had received the following letter in answer to their communica- tion War DEPARTMENT, Provost Marshal Gen- eral’s Office, Washington, October 18, 1864.— Hon. Richard Wallach, Mayor, Washington—Sir I have the honor to acknowledge the receipt of your letter of October 15th, transmitting a copy of resolutions adopted at a public meeting of the citizens of Washington, held on the 14th instant, the object of which seems to have been to have the quota of the District of Uo- tumbia under the present call for troops re- duced and the District thus released “from any further draft.” As your honor is aware, the subject of the demand for troops made on this District by the General Government has been frequently brought up in the last month or two by cor- respondence and through various committees. I thought it had bee: adjusted equitably and to the satisfaction of the people of the District. In your letter you ask two questions, as fol- lews, viz: First. If credit will be allowed te this «Dis- trict for all persons who may have been drawn during the present draft and have failed to re- rned rt Peecond . “Ifsuch credit has ever been allowed to any other district!” To these cuestions I answer as follows, viz: To the first: Credit will be allowed only for such men &s are obtained” by the draft. Per- sons who are drawn and fail to report are not considered by the law officers of the Govern. ment nor by this Bureau as obtained in the meaning of the law; they will not, therefore, be credited unless they ehall be subsequently arrested and held to service. To the second question: The rule above given applies to all districts without exception. I know of no case in which “persons in the employ of the General Government have been enrolled as citizens of the District of Columbia who are but temporarily resident in said Dis- trict, and who, being subject to military order, have left the said District, and yet have been deemed and regarded as its citizens, and@vhen drafted, owing to such compulsory absence, hare been considered deserters, and their places required to be filled by said city.” 1f you will have the names and circumstances in any such case re- ported to me, I will give suitable orders to meet them. In the mean time I willendeavor toas- certain if there are such cases, and if I findany will provide for them. The statement in the resolution of the public meeting that “nearly one half of those drafted have been released on account of erroneous er- roliment’’is not correct. It is especially incor- rect if we bear in mind the Kind of “erroneous enrollment” to which the resolution properly relates, thatis, non-residence. Butseventy-sey- en men have been exempted on this account. ‘The statement heretofore made to you that the Government employes who have formed themselyes into volunteer military organiza- tions are not mustered into the service as sol- diers, nor are they on account of their connec- tion with these organizations exempt from draft, is hereby confirmed. The District of Columbia is entitled to no credit on the quota of troops due from it for any service which has been rendered by any of these organizations in their performance of duty in this city or on railroads in its vicinity. I am, sir, very respectfully, your obedient servant, James B. Fry, Provost Marshal General. The Mayor explained that Government em- ployees, teamsters, etc., who have been drafted and have gone away, will, when the fact is demonstrated to the authorities, be either re- turned to the service, or, 1f the Government choses to retain them in its employ in their resent capacity, they will be credited tooar Eraft quota. The Department clerks doing duty in the departmental military organizations are, under this ruling, held liable tothe draft here the same as any citizen. Mr. Fred. Myers said that the Government wanted 500 more men here, and nothing bat the men, and the question was how to raise them. In townships in the Westsome of the poorest voted a tax on themselves to pay boun- ties of four or five hundred dollars to yolun- teers, and he thought that we in this District should doas much. It might be said that the city had no authority tolevy a war tax; butthere were two ways in which that object could be reached—one by submitting it to the people, the other by gettamg authority from Congress, who, he was sure, would have no objection to the District taxing itself to half a million. The matter should not be left to the citizens, but should be taxed on the property which the Government protects. This course had been adopted in most States, and he saw no reason why it should not be donehere By giving three or four hundred dollars bounty, the men, in his opinion, could be raised. ie did not think the war so near an end that another dreft would not be necessary. Mr. Davis thought the remarks of Mr. Myers very proper, but time would be needed to put the lan into execution. Something more speédy was needed, and he offered the tollow- ing: Resolved, That a committee of three for each ward ng pa or Wy the Chair to wait on the Provost hal and obtain from him 4 list of the names of those persons who have been drafted and have tailed to rey: id that said committee be authorized to visit the designated agg of residence of said drafted men who aye failed to report, and ascertain, if possi- ble, their whereabouts; and that a reward of $50 be paid forevery such drafted man who may be caught and held to service; and the several wards are hereby requested te provide for kegs eg of the above reward. Mr. Walter asked what if a drafted man should be found at the tront? Mr. Davis.—We will get credit for him. Mr. Walter.—But whatif he ran away! Mr. Davis.—The men must be found before the money is paid. Mr. Elliot asked if any distinction is made between men whoran away before reporting and those who reported, were accepted and ran away afterwards. The chair replied that there could be but one decision—all men who had been accepted were “obtained.” The extension of time was the act of the Government, and the men were certainly in service as soon as accepted. Mr. John H. Semmes stated that the Sur- geon’s book at the Provost Marskal’s office showed the names of all whose time has been and these were marked opposite, “mecepted.” In answer to an es eri Mr. S. stated that he had been told by Mr. Blackford that if those Whose time had been extended failed to report at the end of that time they would not be cred- ited to us. Rawlings, Thomas Rawlings, Chas. Willams, Columbas Furtoney, Jonn Annan- dale, John Williams, Frederick Williams and oy Williams were arrested by roundsman A. A. Greer, of the Third Ward, upon a charge ofarson, and were taken before Justice Thomp- sonforahearing The detendants all belong to the same family, and live next door to the complainant, James Oarson, on Sth, near K street north. There had b-en a misunderstand- ing between Carson's family and the defend- ants since January last. About 10 o’clock last Friday night ashop inthe rear of Carson’s house was fired by incendiaries, and the plain- tiff suspected the defendaats. The fire was discovered in time to extinguish it_before any considerable damage was done.
