Mr. Utermehle introduced a bill making it unlawful for any Owner, conductor, bay eae tor, or other persen or persons, to take, it, or receive into any street passenger car, or omnibus, which shall be used for the convey- ance or transportation of street passengers, any more persons or passengers than can be com- fortably seated in said street car or omnibus, under the penalty of $10 for each and every person or passenger so admitted and re- ceiyed—the said fine or penalty to be collected and applied as other fines. Mr. Lloyd thought thatthe restriction should notapply to taking passengers on the plat- form, asin the cars occupied by the colored people it was more satisfactory for the whites to occupy the platform. Mr. Noyes said he thought it would be diffi- cult to regulate the matter byenactment. Peo- ple were generally in so much of a hurry to go on their way thatthey would jump on a car funds, if drafted, by haying conneeted them- selyes with the different wardexemption clubs, and who receive 4 sufficient sum from those clubs to purchase & substitute. Mr. Ferguson called up the bill reported from the ways and means committee to li- cense, tax, and regulate hotels, taverns, &¢., which, after being considered by sections, was assed. ithe bill_ differs from the old law in that it provides that before a license is granted the commissioner of the ward and six respectable freeholders residing in the same square, and in the opposite square in whieh it is proposed to establish such hotel, tavern and ordinary, shall certify to the accommodations of the same, instead ot six freeholders residing on the same square or the opposite square. It does not make it obligatory to keep feather beds, those articles being now scarce. It pro- vides that if the commissioner falsely certifies to the accommodations of a houee or the re- sponsibility of the signers, he shall be fined $30, and be dismissed from the service of the corporation.
