THE EVENING STAR. THE LATE PEACE INTERVIEW. A Circular from the Rebel State Depart- ment. Mr. Benjamin, the rebel Secretary of State, has issued a circular addressed to Mr. Mason, their commissioner in Europe, in relation to the recent peace mission of Mr. Gilmore and @olone! Jacques to Richmond. After detail- ing the mears by which they reached Rich- mond and the interviey he had with them before introducing them to Jeff. Davis, Mr. Benjamin says: the interview, connected with the report previously made by Colonel Ould, left on my mind the decided impression that Mr Lincola ‘was averse to sending formal commissioners toopen negotiations, lest he might thereby be deemed to have recognized the independence of the Confederacy, and that he was anxious to learn whether the conditions on which alone he would be willing to take sucha step would be yielded by the Confederacy; that with this view he bad placed his messengers in a condi- tion to satiefy us that they really came from him, without committing himself to anything m the eventofa disagreement to such condi- tions as he considered to be indispensable. On informing the President, therefore, of my cor- clasions, he determined that no question of form or etiquette should be an obstacle to his receiv- ing any overtures that promised however re- Motely, to result in putting an end to the car- nage which marked the continuance of hostili- ti “The President came to my office at 9 o'clock in the evening, and Col. Ould came a few moments later, with Messrs. Jacques and Gil- more. The President said to them that he heard, from me, that they came as messengers of peace from Mr. Lincoln; that as such they were welcome: that the Confederacy had never concealed its desire for peace, and that he was ready to heac whatever they had to offer on thatsubject. “Mr Gilmore then addressed the President, and in 4s few minutes had conveyed the in- formation that these gentlemen had the idea that this government would accept a peace on @ basis of reconstruction of the Union, the abolition of slavery, and the grant ofan amnes- ty to the people of the States as repentant crimi- nals. In order to accomplish the abolition of slavery, it was pro; that there should be @ general yote of all the people of both federa- tions, in mass, and the majority of the vote thus taken was to determine that as well as all other disputed \ brseerees These were well stated to be Mr. Lincoln’s views. The Presi- dent answered thatas these proposals had been a by the remark that the people of the orth were a majority, and that the majority ought to govern, the offer was in effect, a pro- pOwal that the Confederate States should sur- render at discretion, admit that they had been wrong from the beginning of the contest, sub- mit to the mercies of theirenemies, and avow themselves to bein need of pardon for their emmes; that extermination was preferable to dishonor. “He stated that if they were themselves so unacquainted with the form of their own vernment as to m&ke such propositions, Mr. coln onght to have Known, when giving them his views, that it was out of the power of the Uonfederate government to act on the sub- ject of the domestic institutions ef the several States, each State haying exclusive jurisdic- tion on that point, still less to commit the deci- s10n of such 8 question to the vote of a foreign people; tbat the separation ofthe States was an @ccomplished fact; hat he had nojauthority to receive proposals “for negotiation except by virtue of his office as President of an indepen- dent Confederacy; and on this basis alone must P be made to him. one period of the conversation Mr. Gil- more made use of some language referring to these States as “rebels,” while rendering an account of Mr. Lincoln’s views, and apolo- gized for the word. They have perhaps concluded that asthe promise of secre- cy was made at their request, it was pertnis- sible to disregard it. e have no reason for desiring to conceal what occurred, and have therefore no complaint to make of the publicity given to the tact of the wisit. The extreme in- accuracy of Mr.Gilmore’s narrative willbe ap- parent to you trom the foregoing statement. *You have no doubt seen in the Northern papers an account of another conference on the subject of peace, which took place in Canada, about the same date, between Messrs. 0. C. Clay and J. P. Holcombe, Confederate citizens | ot the highest character and position, and Mr. Horace Greely, of New York, acting with an- thority of President Lincoln.
