THE District DeMocRacy AND THE NoMtI- WATIONS AT CHICAGO—Our Special Dutch Re- porter About —The National mocratic As- sociation held another meeting at Parker’s Hali last night, and the regular officers pot having yet returned from Chicago, J. D. Ulark, Esq., was called to the chair, and J. F. Haliday, Esq., acted as secretary. The room ‘was well filled, and the crowd at large evinced considerable enthusiasm over the Chicago nom- inations, though with most of the jeading spirits of the Association (who are of the Fiorence-Breckinridge stripe, as opposed to the Belmont-Dougias stripe of the old wings of the Democracy,) the nomination of McClellan is & pill not altogether pleasant totake. An opportunity was given persons to join, and the following signed the constitituion, viz: Geo. J. Johnson, Wm. B. Dyer, Samuel Strong, Thos. B. Waddy, Dr. John B. Blake, John Little, Dallss Fearson, James Cartain, Jesse B. Wilson, and Thos, Wright. Mr. John F Ennis, amid considerable enthu- siasm,read the dispatch announcing the nomi- nation of McCl+llan and Pendleton, and it was followed by applause, and then speakers were Sry for, and Frederich Schmidt came for- ‘ward. Mann, McGuire and Dyer were Appointed & committee to confer with Mr. cElbapy relative to procrring the flag of the old Democratic Association. It was announced that the flag was not ready to be hoisted at 9 o'clock, as proposed, and a motion was made to hoist it at{o’clock to-mor- Tow (this) afternoon, at which time the names of the candidates will be inscribed upon it. Mesers. Lyon, Thomas, Clark, Morsell and Grimes were appointed a committee to hoist the flag. T.G. Clayton, Esq., after sundry calls had been madr, tcok the stand, And proceeded to read the resolutions adopted at the Chicago Convention, which was accomplished after a considerable effort, those immediately abeut the stand paying some attention, bat others in the back part of the Dall creatupg more or less ce@ncusion by loud talkingand moving about. After readivg the resolutions, Mr. Clayton #aid he was here to night to hear the intelli- gence of the nomination of George B. McUlel- lan and George H. Pendleton. The campaign will bea short one, but it will be ene ot the Most excitaple that has ever taken place in the United States. We bave to contend with a party in power, terribly powerful in itself, and whicn had, in addition, a large army to back it. Bat we mus: change the Government, Te-establish the rights of all the States, and re- turn to the original principles upon which the Unicon was founded. {Applause.} The great men nominated at Chicago wouid be elected ‘with & powerful majority, and thera was no cone found to oppose them in the Democratic ranks except interlopers and latter-day saints, who had always battled against the Demo- cratic party, aud came in at the eleventh hour to share the spoils; and when their claims were not recor nized, again bolted. i A voice.—*Who were you for in 160?” Another voice—“Ain’t you a latter-day saint!” (Laughter and applause.) Mr. Clayton continued, ( unbeeding the inter- ruption,) and said the words used against their Opponents by the Democracy would be soft, but the arguments would oe sirong, [applause,/| and when we come up to the grand meeting on September 17th, let us call ont all we can, and have sucha meeting as will make the Admin- istration feel its power and influence. [Ap- iause.}| He (the speaker) wasan admirer of cClellan, aud had studied his history, and he detied the Administration to put its tinger on one act of McUlelian that could sustaia the charges brought againsthim He (McClellan) had always had the confidence of the Govern- ment, and bis report upon the Crimean war was & monument to the intelligence ef his head and the goodness of his heart. This Administratton will do all in its power to defeat our nominee, of course, but let us all work. [Applause.} in conclusion, Mr. Clayton urged the De- mocracy to stand firm, and beware of those who would come in at a late hour, for the pur- } 0se of reaping the benefits of a new adminis- tration. The Democracy desired all the zo- eperation they could get. They would let sinners return, but as Henry A. Wise said, tney could come to the altar only as penitents, and until they proved their penitence, should ae bg ae to sip at the chalice. [Ap- plause. Adopted. ‘Mr. Bacon stated that 169 persons hed signed the book, and the money, $16,900, had been de- osited in the Bank of Washington. Mr. B. Bea been called upon to act as president and treasurer on the primary organization, and had done so from a desire to benefit his fellow citizens—he not having Any money in the as- sociation, not being subject to draft. He had received money from two persons in the coun- ty, but none from Georgetown. Mr. Pfieffer stated that his name was on the books; he was enrolled here and in Pennsyl- ania, and wishea to know if he was dratted in either place whether he would be entitled to benefits ! Mr. Hurly said if he intended to stand the draftin Pennsylvania he was not entitled to membership. The treasurer was directed to return Mr. P. hie money. Mr. Pope. What was to be done with the surplus after the drafted members was pro- vided for? The obligation was then read, which states that the signers pledge their sacred honor in case the amount is not sufficient to procure for each drafted man a substitute, a sufficient Bipot onnlenmuaes willbe made up by them. T. Davis suggested that those drafted who ‘would be exempt on examination by the sur- geom after the draft be not entitled to benefits. On motion ot Mr Roose,a committee was appointed to draft resolutions for the govern- ment of the association, com dof Messrs. Barron, Roose, Hurley, Elliott, and Hoits- lander. After a short absence the committee returned and reported the following: This Association shall be called the Washing- ton City Exemption association. The object of this association shall be toafford mutual aid to the members of the associa- tion in procuring substitutes should G4 of beet be drafted in the approaching raft. ‘That persons enroiled and subject to draft in the city of Washington, D, O..may become members of this association by paying the treasurer one hundred dollars and signing these articles: Provided, That the association shall not exceed five hundred persons in num- Bl conse: to take, ber. ‘That in case of adraft, the funds of this as- sociation, atter paying the necessary incidental expenses, shall be equally distributed among the members of this association who may be drafted for military service, unless they are ex- empt from military duty. he officers of this association shall be a president, vice president, treasurer, and secre- tary. The president, vice president and secre- tary shall constitute a board ot directors to car- ry into equitable effect the object of the associa- tion. That should there be no draft to fill the quota of the city before the first day of December, A. D. 1864, each_ member shall be entitled to receive his one hundred dollars, less hisequit- able share of the necessary expenses of this as- sociation. The treasurer shall not pay outany moneys of this association except on the order of the board of directors, signed by the president, and countersigned by the secretary. That the subscription books of this associa- tion shall be closed September 3, 1964, at 10 p. m., and the treasurer be authorized to print 400 copies of the names of the members of the association for distribution. A gentleman moved that the amount to be paid to each drafted man shall not exceed S900. Several Voices—Oh no! No limits!” The mover answered, that possibly there would be but few dratted, and in that case they would receive more than what was ne- cessary. Voices—“‘They may have my hundred.” «Mine too.” “Yes, give them all.” The mover remarked, “I am satisfied if the others are,” and withdrew his motion. Mr. Hurley offered a vote of thanks to Messrs. T. H. Barron and P. F. Bacon, for their exer- tions in the movement, and it was adopted. Mr. Haistead offered a resolution that any member putting in a substitute before the draft be entitled to receive his $100; which was laid on the table.
