a eee : PROPOSALS. THE EVENING STAR. FROM THE sOUTH. Why Johnson Does Not Fight. {From the Savannah Republican.) | I have noticed amongst the various corres- | pondents of the press a considerable amount of perplexity in accounting for the failure of General Jolinston to give battle at Cass Station | after his famous battle order of the 13th of | May. Ihave seen amongst other accounts that of the army correspondent of the A Constitutionalist. nos''~-"> ssserting eral Johnstou bad received imperative orders from the War Department at Richmond, for- bidding him to risk any Cage Hy ment | until reinforcements might be sent to from | the Army of Virginia. The explanation isin- ; correct. The true reason for the retreat of the | army from Cass Station, after Johnston’s bat. tle order had been read to his troops, was failure vpon the part of his corps commanders to comply with Johnston's plan of battle. Gen. Johnston, having determined upon his line of battle, notified his troops that he was | Bow ready and abont to lead them to victory. Every heart —— ‘with patriotic fervor in response to the call of the tried and trusted chieftain. Joe Johnston had dehberately chosen his time and his position—the word had been given and the deed must be done. According- jy Gen, Johnston ordered his corps command- ers to advance their commands and occupy certain designated positions. All was pro- gressing admirably for the happy consumma- ton of this splendid conception—when s staff Officer, charging up to one of Jobnston’s dis- tinguished lieutenant generals, made the start- ling announcement that the enemy were on his | flank in large and threatening numbers. | Placing implicit confidence im the announce- ment of bis staff officer, the lientenant general, | tearing to move, failed to comply with the orcers of his commanding general. In the meanwhile the advaneing column of the enemy | gained the position, and Johnston’s plan was thus frustrated. There was no alternativenow left him but to fight the enemy ata disadvan- tage or retreat to a safe position. To have rushed madly into the former, General Jobn- | ston isa man of tco much deliberation and even tempered wisdom—to have feared to do | the latter, all the anathemas of an ignorant | public could not prevail. Exerbitant Charges at the Restaurants. The following remarks of the Philadelphia Press, in relation to the exorbitant charges of | keepers of restaurants in that city, are gen- erally applicable: The proprietors of restaurants about the city take every advantage of the advanced price in articles of food 'o impose on their customers in every possibie way, and for the average ad- vance in all articles of food of about forty per cent, these people have advanced more than 150 per cent. Tosuch an extent has this exor- bitant charge come that gentlemen who are un- able to go home to their meals, and who have been in the habit of dining at restaurants, are forming clubs and hiring cooks to do their cooking for them. Itis well that such astep bas been taken. It will show to the propri- etors of eating saloons that there is a way of obtaining meals without being subject to these excessive charges. In addition to the enor- mous prices, the articles of food furnished are much inferior to anything ever before furnished. and sre seldom, if ever, properly cooked. To illustrate what we have said, we will in- stanee a few articles: A cup of coffee cannot be got for less than ten cents, and in some places fifteen cents ischarged. Coffee of good quality can be bought at fifty cents per pound, sugar thirty cents, milk eight cents per quart. At these prices a cup of coffee costs but four cents, and that of the yery best quality. But in most saloons pure coffee is never seryed, and a vil- Jainous compound of dandelion, burnt peas, or rye, is dealt out. Meats and vegetables are al- ‘ways inferior to the kind used in private fami- lies, and their defecis are hidden by an exces- sive use of pepper and salt. The potatoes are enerally cold, often burnt, and invariably bad. he safest kind te order are roasted. These have not gone through the manipulations of any cook, and the eater is sure of one thing, and that isa pure potato. Restaurant pastry isan abomination, and, from experience, we should say to aj], never eat a restaurant pie. Cakes are generally made with rancid butter, and little satisfaction for themoney isever obtained. | Deviiled crabs, which cost very little more now than ever before, cannot be obtained at less than from twenty to twenty-five cents each. They formerly costtencents. Everybody who desires to indulge his taste in eating devilled crabe may make up his mind before commen- | cing that he is going to be stuck. Ice cream, | which could be sold ata profit forsix cents per | plate, cannot now be had for less than fifteen cents, with cream, ice, and salt very slightly | adyanced. | There must be reform in the prices charged | by the proprietors of restaurants, or tnose wuu | Daye thus far upheld them by suffering and | paying, however exorbitant the charge, willdo @s others have done, in the formation of eating | clubs, and the prop taken away, down goes the house of the restaurateur. 2 OFFICIAL.
