Mr. Barr, trom the committee on canals, re- ported back a bill to improve the Washington Canal, by appropriating 2300 to repair the dam at 3d street and the gates at 12th street. Passed. Mr. Lioyd reported back a number of bills, business of the last Council, with a view to their reference to the committee on unficished business. Mr. Lloyd called up from the table the com- munication of Mr. James English, a candidate for Alderman at the late clection in the Fourth Ward, and requesting a recount of the vote for Alderman in order to satisfy himself and friends, as it was believed the commissioners of election had inadvertently committed an er- yor. Mr. English requests that the recount may be made in the presence of the Mayor or Register, or such other person as the board may designate. Mr. Lloyd moved the reference of the com- munication to the committee on elections, with instructions to order a recount. The Chair thought there was a manifest im- propriety in this board passing upon this mat- ter in this form. Mr. Lioyd advocated the taking of action in the premises af a matter of justice to Mr. Eng- lish and also the sitting member, Mr. Pepper. He (Mr. L.) had no special interest in the mat- ter; he simply wanted to have the matter rece tified if injustice had been done either party. He was apart from that, entirely disinterested in the matter, and hoped the recount would be ordered. Mr. Pepper said he was perfectly satisfied with the disintere:tedness of the gentieman. His manner showed how disinterested he was, But did the gentleman come here and attempt to hood wink members of the board by pretend- ing that a ballot-box could not be stuffed four weeks after an election in order to accomplish certain ends ? This whole affair was part of a scheme concocted by a set of dirty fellows to oust the sitting member from a place in the board. He would tell thé gentleman that he (the speaker) could plainly see how disinter- ested were his motives. He (Mr L,) desired to deprive the speaker of his seat, and others were at it, and would endeavor to accomplish their ends by stuffed ballot-boxes. Mr. Lioyd.—*“I do not know what the gen. tleman means.” Mr.; Pepper.—“I speak in plain English.” Mr. Lioyd said he could not stillsee what the ‘was driving at. The question was aplain one, and 4 simp!e request was made, andthe Board was asked to doa simple duty. The communication was a respectful one, and it was but-just to give it some attention. He (Mr. L.) could not conceive what the gentle- man meant by his remarks about stuffed ballot boxes. Mr. Lloyd said the committee on elections were Messrs. Canfield, Plant and Noyes, all gentlemen of character. It was simp!y asked that they should make the count,and it was not tor a momén it to be supposed that they ‘would be guilty of stuffing a ballot box. Mr. Pepper said he had made no charge against any member of the committee, and he could not, for he had the highest regard for each member. Mr. Lioyd said then if those who would be authorized to make the count would not stuff the box, he did not see what the gentleman was driving at. Mr. Lloyd again disclaimed being interested in the matter. He simply acted as his duty appeared plain to him, and he believed the reference should be made to the committee on ejections. L Mr. Gulick thought it would be a bad prece- dent to establish for the Board to pass upon this subject and order a recount, for the com- munication ga: no reason, but simply stated it was for the pu: e of gratifying himselfand thas purpos fying Mr. Gulick moved to amend Mr. Lioyd’s motion, so as to refer the communication to the committee without instructions. Mr. Lioyd accepted the amendment. The Chair thought, also, it would bea dan- gerous precedent. Adjournea, a AFFAIRS IN GEORGETOWN — Celebration of the Fourthvhe Sabbath school of the Bridge street Presbyterian Church spent the Fourth delighttully at Barnard’s woods, about a half mile north of the town. The scholars, teach- ers and their friends marched in procession from the church to the grove, Ejcompanies. by ® portion of the Marine Band. T| ere they were addressed by Mr. Arnold, of George- town, Dr. McGowan, U.S. A., and others, The exercises were varied with dialogues by the scholars and music by the band. The school of the Congress street Methodist Protestant Church spent the day in the com- fortable grove of John H. King, about 13; miles from the town. The school had made excel- lent arrangements for the occasicn—a stage was erected in the groye, and seats prepared for the comfort of the children, and a full sup- ply of refreshments provided. The school, with its banners and flags, formed at the church and march ed to the grove, accompa- nied by a band of music. The stage was occue pied’ by Rev. Mess: rs.
