To the Board of Aldermen: GENTLEMEN: In discharge of anofficial duty, and that you might know how judiciously a large amount of the city’s money, appropriated for that purpose, had been expended, all the Jetters, commencing &s far back as August, 1463, between the War Department and this office, on the subject of the draft and the quota with which the District of Colambia was roperly chargenble, were transmitted to your Bosna at its last meeting. It will be remembered that the particular oceasion to which the Presidentof your Board alludes when the Mayor was ‘not energetic,” was when a& committee of the Uouncils, ap- pointed for that especial purpose, at his sug- gestion, waited, as instructed, on the military suthorities to present a letter prepared from data obtained trom “the correspondence which was allowed to sleep in the Mayor’s desk,” and addressed and read by himself to your Board demanding that all the troops furnished by the District of Columbia daring the rebel- Nion from the commencement in 1861, to that time—1ith of April, 1864—amounting in all to 7560, of which 5077 were volunteers in 1561 and 1°62, and 1183 drafted men in 1863, credit for which had long betore been obtained should be applied to and credited on the calls of the President for troops in 1864, which as he says ‘cwould place this District 3621 men in excess over and above all calls,” In other words your committee as instructed ‘Were to ignore all claims of the Government on the District of Columbia for troops in the yeare 1t61, 1862 and 1¢63, and demand that 6190 mustered into the service of the Government in these years, part of which (1183) were men Grafted in 1863. aid nearly four-fifths of the whole number furnished “should be credited m the calis of 1864.” Befcre approaching the military authorities with this extraordinary demand, I said frankly to the president ot your board and the gentle- men composing the committee that there was nothing in the point so elaboretely made in that “well prepsred letter,” and if we ex: ted to accomplish anything by tke visit to the mili- tary autborities our efforts should be directed towards procuring an abatement of the inordi- nate demands on, and a cerrection of, the ex- cessive enroliment in this District. Your commi'tee presented, as instructed, the point so elaborately made in that «well pre- pred letter” to the military au:horities, and it was received with the consideration I said and eupposed—just none at all. An abatement ot the quota has since been obtained, no/, however, on the groundsassumed in that “well prepared letter,” but because the demands of the Government were inordinate and the enrotlmentin this District exc>ssive. The correspondence which it is charged “was allowed to sleep in the Mayor’s desk” was permitted to do so only until the object for which it was bad had been obtained, and was only then tranemitied ty the City Councils in discharge of an official duty. Mr. Noyes introduced a joint resolution re- questing the Mayor to call the attention of the police authorities to the nuisance along the Po- temac river in front of the city, in the shape of hide and offal establishments, rotten fish, &c., with a view to the abatement of said nuisances before a Pestilence shall be bred therefrom. Mr. Ellis stated that during the day he had Teen mm a school room, the windows of which had to be closed on account of thastench from there cases. The resolution was adopted unanimously.
