(This amendment provides that free male citizens may vote at the first election in that territory.] r. Pendleton said this was the first time that negroes w-re to be afforded the privilege of voting, contrary to the decision of the Supreme Court. He desired tat the vote be reconsidered. that the House may adhere and thus chow that the House dis- agrees to negroes voting in Montano. Mr. Beaman, of Michigan, briefly replied, saying that the House bad alceady disagreed lu" the Semate amondmont, and therefore the gen'leman’s remarks were in the way of com- ment og the Senate proceedings. There was a want of cons.stency on the part of the gentle- man. He moved that Mr. Perdleton’s motion be Jaid on the table. ‘Thie was agreed to—yeas 63, nays 49. Mr Morris, of Ohio, reported a bill to erect & penitentiary, jail and house of correction in the District of Columbia, which was recom- mee to the Committee for the District of Uo- umbia. Mr. Spalding, of Ohio, offered a resolution which was agreed to, instructing the Com- mittee on the Judiciary to inquire into the ex- } ediency of so amending existing laws in re- Jation to jurors in the Federal Courts, so as to secure fair and impartial trials therein. The House reeumed the consideration of the bill reported from the Committee on Military Aflaiss, declaring the Raritan and Delaware Bay railroads and boats to be postal and mili- tary routes.
