Iam happy to learn.that the firstappearance of works o: American artists in a Belgian Art Exhibition has attracted the enlightened atten-_ tfon of your Excellency and of Belgian con- noiseeurs, and that, under other circumstances, an appreciation would haye been evinced in a, more marked manner. These relations of art cannot but be a means of drawing more clos+¢ly the bonds of friend- thip between the two countries, and on my side Irhall be happy to contribute to them so ‘ar as lies in my power, being moreover convinced by the commencement of an experiment of this year that my ccuntrymen mey, without appre- hengion, take a place in the Art Exhibition of Belgium. The Richmond correspondent of the London Times writes: Again I feel tempted toraise a warning voice about the Glapart of the armament on board of,the English and American navies. It is im- Ppoesible tor those who have been many months abeent from England to be well informed as to the actual etate of pablicopinion at the present mement upon this vital subdject. But, judging from the cfficers of her Majesty’s navy who bayve atrare intervals brought vessels of war into Contederate ports, it appears still to be held that the 68- pounder or 8-inch smooth-bore is England’s best weapon of offence against jron-clad yesseis. The experience gained at Charleston enables me confidentiy to affirm that as well might you pelt one of the Yankee monitcrs or the Irousides with peas as expect them to be inany way damaged by s-inch shot. Another disagreenble question forces itself upon an Englishman's attention when he is ccgnizant of the terrific broadside thrown by the eight J1-inch guns of the I des—one of the most formidable broadsides, in the opinion of the defenders of Charieston, which has ever been thrown by any vessel upon earth. Have we any ship in existence which could siccess- fully resist snch a broadside, and respond to it with anything like commepsurate wejzit and vigor ! I should be faithless to my duty if I did not mention tharit is the universal opi:ion ot all the English officers terving in the Con- federate army with whom I have conversed that England is behind Americ in the weight and power of the guns sént by both nations to sea, tis still a matter of the greatest surprise to thore Who are cognizunt of the endless experi- Ments ip guns and projectiles which are every day made by the Federal and Confederate States, that Evgland has not thought it worth her while to attach to the armies of both na- lions such &commissicn as McClellan had in the Crimean war, with a view to their gaining such scientificinformation with regard to or- dinance and projectiles as at this moment can te gained nowhere else on earth. lt is my conviction thaf from both sections such com- missioners would receive nothing but cour- leous and unreserved information upon all that it imported them to know. It is scarcely credi!able to our Government that they should te blinded to the opportu: ities for gaining in- formation which this gigantic conflict aff rds, or that from O!d World pride they should ro- fuse to avail themselves of the experience to be derived from a continent destined henes- forth and evermore to play no secondary part in the drama of the world, Joun C. Peter Baylor, colored, went into a shop in Prather's alley, kept by Mrs. Dacey, and demanded whisky, which being refascd, he created @ fight, and made a general emash of things in the house. A crowd of citizens got after him, and but for the timely arrival of officer Crown, Baylor would have been badiy beaten, or probably killed. Crowa, sided by two or. three citizens, secured him, and carried him to the Fourth Ward station, where he was locked up for trial when the witnesses are eummoned. A patrolman named James drove up in a carriage at the time the row was in full jast. Some citizens called on him to aid Crown, snd he retused, saying he was not on duty; had just come from the workhouse, and was tired. When he made his excuse, a citizen remarked, Yor can lerye him now, Crown can do the work himeelf.”” The citizens went with Crown to the station-honse, and made their statement, And gaye notice of their inten- tion to report the delinquent policeman to Superintendent Webb. The Malden Murder—Additional Partic~ ulars The Boston Journal contains the following particulars of the arrest of Green, the Malden postmaster, for the murder of Converse, the €ssis'ant cashier of the Malden Bank: So secret and cunning was the manrer of the crime, and so destitute were its circumstances 0: everything on which to hinge even a sus- icion, that many had made up their minds that tLe murderer would never be discovered; but the old ssying—that «murder will out” has egain been providentially proved a truth, A mostijamentable circumstance of the crime is that the murderer was @ man whose char- acter and position plaeed him fur beyond any public suépicion of bis guilt. After locking in almost every quarter and finding no tangible evidence against any pariy, the fact that during the tremendous excitement in Malden and vicinity Green had manifested. no feeling whatever in regard to the matter— never engaging in any conversation about the murder, or attending any meeting of citizens or gatherings where the subject was discussed, or making any inquiries relative thereto, caused suspicion to be attached to him, not only by the detectives, Heath and Jones, but by some half dozen citizens of Malden. And a few duys since it was ascertained that Green paid a debt of some 3710, which lad been cue about two years, and that the money pud by him was nearly all in bills on the Malden Bank. This was unquestionable proof against him. But more was to come. Tt was also ascertained that since the murder Green hes paid sundry debts of $20 and under, principally in Malden Bank bills. lt was ascertained Surday evening that Green was then at Jackson's livery stable, and it was determined to arrest him after he shoald leave the stable for bis boarding house on Pleasant street. Accordingly constable Ab- bo!t met Green after be Jeft the stable, and tell- ing him that he would like his company at Mr. Lsems for the purpose of having a talk, Gre:n readily accompanied the officer to the house named. Up to that moment il is believed that Green bad not the slightest suspicion of the real object of bis being invited to Mr. Lam.~ son's. On en‘ering the room tn which the centlemen before named wer et d, Constable A frankly informed Green that he was and+ rest ‘or the murcer of Frank E Wonrver: ‘The rocm was silent as the tomb when this « ronncem+nt was made, and s) continned for some moments, Green remaining as if strnek dumb, but vet exhibiting no marked emotion.
