Sea gs = Tus NINETEENTH RgPoRT OF THE TROBS- TEES OF THE PUBLIC ScHOoLS.—The Board of ‘Trustees of the Public Schools report was sent last evening by the Mayor tothe Oity Councils. ‘The Board, in presenting this report express their grateful appreciation of the enlightened policy which has dictated the liberal and dis- interested legislation in the way of liberal ap- propriations for school purposes. John Thomson, pringei- pal.) The committee charged with the exami- nation report that théy found all the coatest- ants from tbe four districts possessing a higher grace of qualifications than those of former years. The Trustees express their gratification in observing that Joseph H. France, who re- ceived the scholarship in 1862, won high honors atthe close of his first collegiate year. The | Trustees watch with deep interest the progress ofthe representatives through the institution which has conferred such valuable privileges, and acknowledge and tender their thanks not only for the benefit conferred on the individual recipiente, but for the elevating and inspiring influence exerted upon our whole school sys- tem. In reference toa High School they say that while it is acknowledged a fitting comp!. it of every complete public school system, it would not be the part of wisdom or good poli- cy to attempt to establish one in our city at present. The average number of pupils in daily attendance at each of the eight grammar schcols was but 43 during the year, showing there is no preesure at this time requiring a high scheol for its relief. The great and in- creasing demand is for accommodations in the lower grades of scholare, and the neglect of the Corporation until last year to commence the purchuse of lots and the erection of suitable echcol houses will render it necessary for the appropriation of large amounts of money. The establishment of a high school would cost a Jarge sum, and they are of the opinion that all the energies of the Board, of the friends of the | schools. and every available dollar should be applied toso much of the system as is now in operation. “It would not be wise totake from foundation etones to build the turret.” If Con- grees crn be induced tomake us agrant of land or money for the benefit of the schools it might be applied to thie purpose, but failing in this it would eeem best to wai! for a time. In respect to the examinations, they were commenced June 22d and closed July 10, thus extending through a much less number of days then heretofore, although nearly twice the smountof time and labor was bestowed upon them. The great nvility of the written exami- nations, in the opinion of the Trustees, was fully demonstrated. In the firstdistrict these written tions having been made for the erection of new houses, which wiil not only supply the press- ing demands for additional accommodations, but will provide buildings in accordance with the progressive spirit of the age, and creditable | to the capital of the nation. Under tne head of school houses, the trus- tees say the first of the ecifices will be com- pleted in a few months, aud whatever opposi- lion may haye been manitested to whatseemed unusual expenciture of paclic money, we are confident that the wisdom and exp-diency of raising such astruciure will abundantly de- Tonstrated by exp: rience. In the Third District, no'hing worthy of spe- ciil mention can be said of the school build- inge, except v bat bos been said in previous | reports. They simply reiterate the fact, al- ready sufficiently notorious, that they are, without a single exception, totally unfit for | the use to which they are applied. In the Fourth District, the school buildings are in much better coudition than in either of the others. Since the present school yeur opened the Sub-board of that District haye succeeded in purchasing a lot, erecting a house. end furnishing and establishing two schools of the Primary grade, having already their com- plement o1 scholars. Under the head of teachers, they command the teachers in a body for th ithfal and sat- istactory per ormance of their duty, and sty they will compare favorably w any corps of teachers in the iand. In ou hools taere are scholars who hive received instruction in different parts of the land, and it has been fuund by the giammar sciool teachers that those who have deen raised in our own Secon. dary and Intermediate Schools are quite as fat advanced as those coming from schools else- where. While the teachers are generally cor inended tor their efforts in eu-taining and ex- tending the educational reputation, they must remark that there are a few who have not at- ained the standard desired, and who seem | satisfied with the mere rou ine daty without | m:nifesting any zeal or ambition to excel. i} Seme seem to forget their influence on th:ir pupils in regard to punctuality, neathess, good i temper, and fidelity fo duly, is as important as | their presence in their school room to hear reci- | | i tations or punish bad conduct. The board bas used every useful endeavor {o obtain good teachers, and the examitnations bave been strictandsearching. Ontoftwenty- =X applicants examined but twelve passed salisfuctorily,viz:—Mary E Ramsey, for gram- marschool; Jennie A. Rameey, secondary; Hat- tie Magee, Eliza A. Al'ex, primary, in March Inst; Annie E. Evans, g-smmar; Helen E. Wil- liams, Amelia M. Kirk, Addie Thompson, sec- ondary; Oceana A. Walker, Eliza J. Wheatley, rimary, in August; Alice Melntosh, Emily ichinson, secondary, in September. The cystem of organization and ciassification adopted September, 1663 has been found agreat improvement, and has tended materially to ad- vance the character of the schools and to ta- cilitate the lubors of the teachers. There are now one male and one fémale grammar school, and one male and one female intermediate school, in each of the four school cistricts. Of secondary schools there are five 2 the first, six in the second, nine in the third, seven in the fourth. Of primary schools there are two in the first, four in the second, four in the third, four in the fourth district. Ninenew schools have teen authorized, but are no: yet organized, owing to the want of suitable, in- deed any, accommodations for them. The board has given special attention to the Fules and regulations, and calls attention tothe Bsnual published by them, and they give in heir reporta summary of the contents, (already noted in the Star.) ‘The Trustees have adopted a new system of examinations were carefully conducted, and the tranefirs from the intermediate to the grammar schools and the selections of the con- testants for the prizeof a seholarship in Co- lumbian Co lege were based upon them. Itis bel+ ved that mach more accurate and impar- tial decisions in reference to scholarship can be ob ained throuch written than throngh oral examinations, avd it is hoped that a practical applicstion of this searching test will be made in all the school districts at the close of the present year, The Trustees refer to theirnew plan adopted ty thym in September in relation to the num- ber ct premioms, which was published in tae Stor at the time. An appendix to the report contains the re- port of the committee on schosl houses and 8<bool rooms, and the report of the joint com- mittee on the school house in the Third District, hoth of which have heretofore been published in the Star; and the acts passed by the Uoun- ceils during the year for the benefit of the pub- lic echools. The report shows that the schools as a whole, throughout the city, are in ahighly prosperous condition, and that the status of the sehools has eorsiderably improved. Most of our s-nools will compare fevorably with the private scbools; indeed some of the applicant« for teacherships have been preceptors of private schools, who failed to pass an examination before the Board. = Mr. GovuGn's LecTuRr#.—The Chronicle of thie mornirg is in error in stating that Mr. Gough will lecture to-morrow night at Dr. Sua- derland’s church. The lecture will be deliv- ered to night, and this will be the last le-ture, as Mr. Gough leaves the city to-morrow morn- ing.
