We need hardly add that this | Government will not, as it should not, consent to waive the obligation resting upon it to pro- tect its colored soldiers falling into the hands of the rebels, as it protects all others of the country’s soldiers similarly situated. The silly imperiousness of the refusal of Jeff. Davis & Co. to negotiate upon this subject with Major General Butler, is of a piece with their entire course with reference to exchanges of prisoners, and goes far to illustrate the entire impracticability of all their condact in the matter, rendered necessary, perhaps, by the desperate condition generally of their affairs. They must improvise a new army or the rebel- lion will speedily succumb; and they therefore | Rot only resort to this expedient of getting into their ranks without equivalent exchange the large excess of their soldiers now in Union prisons and on parole in the South, but also to their recently adopted policy of forcing every man now in their ranks to remain there for the war, without reference to the term for which he may have individually volunteered er been ce necripted; of holding all substitutes in their service on their own account, without regard to their individual exemption under interna- tional law; and of conscriptingevery man who has co far furnished & substitute. Their con- duct on all these points, we repeat, is of a piece, and means that they are desperately «put to it, indeed, tomake a show of substantial resist- ‘ace for afew months longer. Ekin is to take the p: tion of chief quartermaster of the Army of the Potomac. It is rumored that Gen. Ingulls is to be assigned to an important position in the department. «Gen. Robert O. Tyler has been assizned to the command of the Irish Legion, at Fairfax Court-House.” Our information, thonch not official, satisfies us of the incorrectness of the statement that Gen. Ingalls has been ordered to duty here. It is customary, when business conferences are necessary with officers in the position of Gen. Ingalls, simply to order them to report at head- quarters here, and such, we apprehend, have been the orders which this correspondent re- gards as equivalent to dissevering his connec- tion with the Army of the Potomac. We are also satisfied that he is quite as wide of the mark in assigning the command of the Irish Legion—lately commanded by General Michael Cercoran—to Gen. Robert O. Tyler. Though that officer has succeded to its com- mand for the time being, from all we can learn it has not yet been settled who will ke its per- manent commander. AWARD OF CONTRACTS. U.S. A., for the purchase of the hides, tallow, hoofs and horns of all Government cattle slaughtered within the old limits of the District. The following is a list of the bidders: John H. A communica ion was received from the Marsbal of the District, in answer toa let ter of the President of the Court, in relation ‘0 fincs, penalties, and forfeitures accrting under the ects of Maryland in force in the Dictrict. ‘The Marshal says if he onderstand the decision in 2d Cranch reports. he has no money from fines, forteitures and penalties applicable to the Levy Court. “The character of fines, &c., imposed by the Criminal Court of this District, and of which I have collected and now have in band, arises from convictions of assault and battery and bawdy house cases, and hays here- tofore been regarded as belonging to the United States.” For the purpose of baving the matter settled on a proper basis, he suggests the pro- riety of causing a rule to be served on the Marshal, and the matter brought before the Supreme Court now setting in banc. The letter was referred to the President of the Court. Mr. Plant offered a resolution tendering the thanks of the court to Hon Nathan Sargent tor the faithful and impartial manner in which he has presided over the deliberations of the court; which was unanimously adopted; and he replied in come appropriate remarks. It having been explained thet it was proposed thet the road projected to be ren from New York and Delaware avenues to ths boundary line of the District was not to made at the ex- pense of the county, but the Government is to take it in hand, the resolution of Mr. Larner against (he road was postponed indefinitely.
