THE EVENING STAR. SATURDAY. DECEMBER 12. + 1963, WZ READING MATTER ON EVERY PAGE. BEE OUTSIDE FOR INTERESTING TSELE- GRAPHIC AND OTHER MATTER. ‘The remarksble contrast between the an- nual message of President Lincoln and that i of Jeff Davis, will attract attention every- | where. While the showing by President Lin- ; colm of the condition of the loyal States aud the people thereof, will bea subject of cone | gratulation by all the loyal, Jetf’s frank ad- missions of the miliary mishaps which have overtaken the cause of the treason of the times in almost every quarter, and his expozition of | the pressing nec: ty for & more rigorous en- forcement of their policy of conscription, to the exteut of holding e\ery substitute in their service and forcing into it all who have pro- cured substitutes at any enormous sacrifice, | and also ofgtaking all available means of everybody who can be reached by forced loane—taxation—will spread dismay through out his dominions. | If the message and proclamation of amnesiy of President Lincoln shall find its way among the people of the South, they must have the effect of greatly increasing tae discontent ofthe non-slaveholders in the rebe'lious States, with the additional sacrifices of life and property they are now being called on to make, inorder ' to give the despotism over them a last ¢hance for permanency. As far as they are concerned, the President's amnesty grants thementire and Absolute pardon or condonement it they will | hereafter stand by the Government in its ef- forte to restore them to all the rights and proper- ty theyever enjeyed as citizens of the United States. That they will come forward to accept these terms, by thousands, whenever they can hope that the Government’s protection can be | #xtended to them as offered, we feel very sure; knowing as we do trom 8 hundred different in. | tormants lately from their midst, the depth and | earnesiness of their indignation against those over them for the time being who have brought them into their present condition. It appears that the horses were not fresh ones, but had been worn down at the font and recruited and were sent to this ca:np Preparatery to again being sent to the front, and that among them a large number hud been placed in the enclosure on that evening. The enclosure was & rail femce about five feet high, and was regarded as a strong one; but the horses, when they got to fro! joring and ca- ach force as to throw it down. At the time—near eleven o'clock—the watchmen were on duty, but the he ‘s lreaking down the euclosure in two 1 K ha bursting forth in such immense they round it impossible to stop them. the stunpede was mace in such a mass expetiment for any number of men less than an army to attempt to stop the frightened ani- mals. and a they went in two masses, nambering over tive thouswud altogether—one taking the road towards the ¢ity, aud the other down the country. The people living along the road as well as the cava’ ty patrol hearing the racket, were ap- prised of the affair some minutes before they saw the approaching host of horsee, and at- tempied 6t first to check thoin, but ineffectn- ally, and away they went, someas they became exhausted, taking to the flelds and woods. Great consternation was occasioned, especially along the Marlboro road, and we hear that some persous who vame-sout in the road nar- rowly esexped with their lives. Three young Men Who were on the way to the city, and met the drove, one man, wiser than his comrades, rode into & fence corner, leaving the others to continue their way, when on came the drove, making # tremendovs dust, and the tramp of their feet indimg similar to thander. The travelers were insiantly engulphed, bat manfually kept their horses headed towards Washington until they had plunged three or tour files deep in the rear of the advancing column of horse flesh, whe> finding that it i ble to go fMrther, and that their Were tn dauger, they, with difficulty turned their horses heads, aud putting spurs tu them, they were soon in the tront Tank, the others closely pressing them for some Miles, when they managed to escape by & by-road. Some of the pickets on the roads'in Prince Tge's, it is said, bearing the sound, thenght it was an advance of the rebels, and fired their pieces and ran to the forts for refuge. The most exciting scene, however, was at the Navy Yard Bridge, where the guards attempted tu stoy them, and im & short time they had the bridge blocked up, when those behind crowding on and not getting through, divided and jumped into the bra. where a unmber were drowned, others swimming the braugh in safety. A huge number attempted to swim the branch above the bridge, and gon re alsu drowned here. Anamber of citizens were svon out, and the boys went in and exricated many of the terror- stricken animals. Ther: are still about six hundred of the horses missing, over eleven hundred having been picked up in the city yesterday, a large nurober at Bladenebury, and a still larger num. ber at Marlboro’ and Port Tobaceo, which it is thought will be sent to the depot to-day, Lieut. Ball, who has charge of the depot, be- Meves that the loss will be less than one hun. dred horses, when the scattered ones are all collected, but others are of the opinion that the loss will prove to be nearer one thousand.
