Hitebcock, in further vindics tion of the action of the Government in the mat ter of exchange of prisoners, qnotes, in a come munication tothe New York Times, 2 letter addressed by Colonel William Ludlow {as Agent of Exchange) to the rebel Comuiissioner Ould, in which Colonel L. expressly déclines to acquiesce in & proposition for the release of tbe otficers captured and paroled by General Grant at Vicksburg. Gen. Hitchcock, also quotes from the Richmond Enquirer of the 2d inst.. which recites a portion of the language of the rebel act of Congress on the question of the treatment ot the colored troops and their officers. “Here,” says Gen. Hitchcock, ‘we see that the law, es i/ slaads, applies even to, free colored men of the North who may engage in seryicr: of the United States; and the editor takes ec sion to enggest a modification ef the law, +o are concerned; bui there is not a word against the law in other respects. As the law is applicable to both the Slaves andth= free colored people of the South who may be found in the army of the Governmieat, they are to be dealt with according te the provisions 0: the law, which is all the move distinctly de- clnred by ibe proponed exception in fe-vor of the free colored people of the North. But the editor did not intend to leave the erallest doubt as to the purpose of the South on this question; for, after stating an excepiion in favor of the free colored men of the North, which. however, the law as it stands does not recogniye, he proceeds to remark as follows “Here, them, is the law of nations under. which the right ta return a slave to his master is plainly and fully laid down, and upon this, and also upon the right to punish him for being found in the ranks of the enemy, the Qonfed- erate authorities will stand, and from which they will not depart.”” General Hitchecck concludes his letter as follow ‘In view of this expose no one can donbt the of the South on the subject of colored who way be capiured in the service of the Government, and itis inconceivable how any one can favor the proposition of a general exchange of prisoners while the law in the South is what their own papers represent aud approve, and while the practice unhappily, according to & good deal of evidence, goes be= yond the law itself im barbarity.
