We bad now already expended enough in this scheme of Mr. Thomas’ and we had not beea benefitted. He (Lloyd) was opposed to this further appropriation, becanse i wouid be mrrely throwing money away. Mr. Thomas bad agreed to clean out the canal for a certain amount of money, and had not done so. Mr. T plan was not feasible, and he did not see that apy benefit had ae rned from h experiment. Mesers. Plant and Sargent asfended Mr. Thomas, and argued that be had dune ail ne had promised, and had clevred oat a good deal of the accnmu'ated filtiv. Tre Chair remarked that he anderstood that Mr. Thomas aereed to clean ont the canal with the amount appropriaxd, and he did not see that it had been at 431 bettered by his Thomas’) experiment. Mz. Passed. Mr. Brown, from the select commitiee on the subject, reported back a jomt resolution for the erection of a new jail in Washington city; which was psssed. [The dill provides for the appointment of 8 committee to urge the matter upon Congress. Messrs. By Mr. Plant—Bill to clean and repair branch sewers at the cornerof 13th and I sireets north. By Mr. Lewis—-Biil to more perfectly light 7:b street west, from the boundary to the Potomac river, with gas, tpon condition that the addi- tional lamp-posts be put up by the Washington and Georgetown Railroad Company. On motion of Mr, Utermehle, the bill relating to appropriation of fines for Metropositan Po- lice purposes wus taken up. He (Mr. U.) reported an amendment by in- ferting ac e third section that after paying pol Tmoagisirates and constables, and paying sums refunded by order of Councils, all fines collected by the Metropolitan Police shall be then set apart for building station-houses. * ddr. Pepper said he had something tosay wpon the bill, and about the remarks made lust week. He wanted to see jf he could not put himselt right upon the record. He found in the £vening Star of Tuesday last an extended report of re- marks eaid to have been delivered in tbe board last Monday night. He saw there a lengthy speech by the gentieman from the Third Ward, and this speech could not have oome from the with the above Teporter’s notes, for he was proverbially cor- rect im his report of the proceedings ‘Fhe re- marke were evidently furnished by Alder- wan or some of his friends. He (Mr. P.) had not only got the odd bits of his apeech, but even his own language had been appropriated in the published speech. The Alderman had said he would never be astonished at anything that tell from the venerable Alderman of the Fourth Ward. 1t was noteso in the published speech. He (Mr, B.} had accused the « venerable Alder- man of the Fourth Ward” with being erratic, and when he (Mr. P.).came to reply to the gen- tlernan he bad forgotten exactly the word used, and said he was not Quixotic. Thus it ap- peared in the published 5) has though Alderman from the Third Ward had used that language. Now, he (Mr. P.) did not want to be robbed of the few words he did say. This ‘was pot fair. eeauehter-] Mr. P. then con- tinued, and @ that at last meeting he called | the reporier’s attention to the question, and desired them again to note it, that he asked Mr. Brown whether he (P.) had abused the Metro- politan Police. Mr. Brown said « No; but you did the board.” TI replied, “1 deny it, sir, I never attached the police or the board, but the member of the board who worked the thing through Oopgress against the wishes of the people.” Mr. Pepper continued by referring to scenes that had occurred here during certain election times, when Baltimore Plug-Uglies and Dead Rabbits were brought on to eontrol the elections; and Mr. Pepper concluded by saying that he was not, as charged, ignorant of what he was talking of at last meating. Mr. Brown disclaimed any intention of sBy- ing anything to offend the Alderman from the Fourth Ward. He had called him his triend, and when he said that he meant it. He (Mr. | B.) would go as far as any one to serye Mr. Pepper, and ke begged the latter to dismiss guy idea that he (B.) intended to retiect upon im. Mr. Brown then proceeded to argue upor the emencment, and explained the law as he understood it. 1t was the intention of the act of Congress to let the corporation constables and magistrates act in elyil cases, and the Me- tropolitan Police were not to interfere with the corporation police. It was the daty of the Board ef Police vw appoint the magistrates, but they had always neglected to doso. Larner said that the bill originaliy parsed appropriated but $2,U0, and asked why the Surveyors esuinate was not first obtained, aud moved that it be referred, Mr. N. D. Larner said that it was no fault of the Council ner of the committee on improve- Mevis, butof the Mayor, whose place it is to ascertain the cost of proposed improvements. It the bill was referred to the committee he’ would report it immediately. Mr. M. Larner’s motion to refer prevailed, but the bill was immediately reported and pasred. Mr. M. Larner introduced a juint resolution authorizing the Water Registrar to purchase 1,300 feet of six-inch pipe and 650 feet four-inch pipe. Mr. N. D. Larner asked that the bill lie over, because in bis opinion four-inch pipe was not sufficient to supply steam engines, which it was proposed to purchase for the use of the city. At the trial at the corner of Sth street and the avenue it was thought that the plug did not supply water enough for the engine play- ing—the Hibernia, and it was p) to bave another trial with the engine on Wednesday afternoon, to which the Councils were invited. Mr. Shepherd urged the passage of the bill, he ground of the prospective advance in the price of pipe. and said that the four-inch pipe was needed for connections. Mr. Shepherd said that the committee haa been appointed several months since, and he could see no good reason why the bill should be postponed. Larner remarked that it appeared that the police wanted all the powers or the Corporation, including the fines, and he made the motion that the subject might be examined. Mr. Shepherd urged that this object was not & matter between the Corporation aud the Police Commissioners, but was a necessity. ‘The question was whether the Police Vommis- sicners should pay the expense; but as they had not the money, he was in favor of the Gor- poration paying for it. The motion to postpone was lost, and the res- olution was adopted.
