It will be an excellent op- portunity to purchase suitable gifts for Christ. ames. canna Caen HosriTaL anp Prison InsPEcTiION.—Secre- tary Stanton with a view to correct hospital | and prison abuses, has established a Board of ‘Inspection for those establishments; and his thonghttulness for the welfare of the soldier will be seen in the character of the men desig- nated on the Board, and the rules drawn up for their guidance. ~ By special orders No. 511, issued for the War Department, Messrs. James ©. Wetmore of Ohio, Gardiner Tufts of Massachusetts, W.Y. SeWeck of Wisconsin, A. C. Uhester of Illinois, and J. C. Rafferty of New Jersey, are consti- tuted a Board of Inspectors of (tovernment Hospitals and Military Prisons in the Depart- ™ment of Washington, with fall authority to correct every abuse which th y may discover in those institutions. Ot the Inspectors thus appointed, the three ‘Tirst-named, Messrs. Tufts, Wetmore and Sel- deck, are the military agents of their respective States, and all of them are connected in one ‘way or another with the interests of the soldier; and the Secretary of War, in making his selec- tion of Inspectors, could not have pitched upon better men. In order that the Inspectors may have every tacility for the prosecution of the inquiries under their appointment, the Quar- termaster’s Department are directed in the or- der to furnish them such transportation as may be necessary, and the officers of the prisons and hospitals are directed to treat the Inspectors | with all due courtesy and respect. | The instructions of the Inspectors, as issued | by the Department, are as follows : ist. They are required to inspect the hospi- tals as to ‘he general order and cleanliness in all their psrts and premises. 2d. To observe as to the efficiency, faithfal- | ness and humanity of the Surgeon and the at- tendants. 3d. Toinspect the managementof the kitchen, the condition of stores and supplies, both as to food and clothing: the nature of the cooking; the quantity and quality of the rations; and in generaleverything pertaining to the sanitary condition of the patient. : ith. To receive complaints of patients as t grievance d give them a reasonable hearing and investization; yet in no way to interfere ‘with the military discipline of the hospital. If any just ground for complaint be found, or | any retorm be needed, they are to apply for the remedy tothe surgeon in charge. If that does not accomplish the end, they are to report the tact directly to the Secretary of War, and gen- erally they are to report to him whenever in their judgment anything relating to a hos- pe or its officers cannot be remedied without 18 attention. Sth. Three of the Board shall constitute a sufficient number to conduct an inspection, and every general Hospital in the Department is to be visited once in thirty days, and as much oftener as in the judgment of the Board it may be expedient. These visits will be made with or without previous notice to the surgeon in charge, as the Roard may determine. 6th. Generally in the spirit of the above in- structions the Inspectors are to regard the good condition of the Hospital as committed | @ their keeping, and are to have an eye on everything connected with them that concern the welfare of the patients, and the needs of the Military service. It is desirable, however, that they should so act that as far as it is pos- sible, consistenly with their duties, they shall not be antagonistic to, but co-operate with the zurgeons in charge for the best good of the Hospital. * As Prison Inspectors they are required to in- Spect the military prisons in the Department of Washington in all their parts and premises, as to their general arrangement, order, and eleanlicess. 2d. To observe as to the efficiency, fidelity and humanity of the officers in charge. 3d. To see whether the prisoners are as well eared for, with regard to rations, beds, cloth- ing, fuel and other accommodations for com- fort and decency as is consistent with the fact of imprisonment and the necessities of proper discipline. ; 4th. To inspect the records of the prisons, and see thet against the name of every person admitted there isa clearly written statement of the offence for which he is committed; and if from time to time persons are found imprisoned for a lcng period without an official hearing or appear to have been overlooked by the proper military authorities, or with regard to whom there is evidently some error in the charge, the Inspectors sre to report such causes with a c/ear statement of the same to the Secretary of War. Sth. Each of the military prisons in the De- partment of Washington 1s to be visited by at Jeast three of the board together, once in thirty days, and as much oftener as may be deemed expedient. Except by way of suggestion and advice to the superintendent, the inspectors are not to inter‘ere with the discipline of the prisons, but will report te the Secretary of War whenever in their judgment the good of the prisons and of the public service requires it. —__—.__— IMPORTANT RAILROAD AND MAIL CHANGES. On Monday next, 2¥d inst.. a general change in the schedules between New York and Washe ington occurs. Four daily trains, at improved speed, willran in each direction for through travel and mails, leaving Washington ats and 11:50 a. m., and 5 ands:30 p.m. Leave New ‘York at § and 10 a.m., and 7:30 and 12 p.m. One or two of these trains each way, will pass through Philadelphia without changeof cars between Jersey City and Washington. Before the first of January all the trains—both freight and passenger—are expected to run between New York and Washington withont any change whatever, using locomotive power, by the new road built around the northern limits | of the city of Philadelphia, between Kensing- ton and Gray’s Ferry. The passengers and mails from Washington connecting in New York for points North or East, will leave Washington at 5 p. m.; but all New York travel proper can take the sleeping cars at 6.30 p. m., kere, and reach New York in ten hours precisely, without interruption or change. The Baltimore and Ohio line adds another passenger train between Washington and Bal- timore, for the benefit of Government clerks, Congressmen and others, who will lodge in BFaltimore, by moving to and from Washing- ton to suit business hours here. This is ex- pected to relieve through travel trains also. The double tracks betw. n this city and Bal- timore, as wellas betwe a the Susquehanna and Philadelphia, and also near Trenton, are all being rapidly complet and sections of them will be puiin vse at once. The articles were placed on a canal bout to be sent up to his residence. Moseby’s garg, who were lounging about near the place of unloading, got a snuff of the delicacies, and thus leaving the wedding party in an exceed- ingly destitute condition. Sate ge BREAKING THINGS GENEBALLY.— Day before yesterday, as Sergeant Hurley was passing up Sixteenth street, he discovered arumpus going on in the houee of Mrs. Bridget Hurley, andon going in found a man named Thos. Uonroy, who had broke in the door and knocked the effects of the little shop about, and also beaten Mrs. Hurley severely, as he alleges because she had secreted his wife there. Sergt. Hurley took him before Justice Drury, and he was fined 25 for disorderly conduct, and held to bail to keep the peace, on account of the threats he had used. ages Youre CoLoRED GENTS.—Night before last, John Reynolds and Augustus Dunbar, two young colored bucks, while intoxicated went into the steamed oyster saloon of Mr. Bradley and called for oysters, which they wished to eat in the saloon, and the proprietor objected, when they got to cursing and swearing, and Mr. B. put them out. They, in the melee threw several stones, and one of the colored waiters was struck. Officers James and Clem- ents arrested them, and Justice Drury finea each $5. —~_—_. The officer took him be- fore Justice Drury, to whom he stated that he would whip her again when she got drunk, and he readily paid his fine of $3. ee ea Larceny.—On Wednesday, Catharine Dann ‘went into the ho of Ellen Halpin, during the absence of the latter, and walked off with & pitcher, soup tureen, and other crockery, to- gether with a mess ticket for one week, for which offence she was arrested by Officer Crump, who held her to security for appear- ance at court. ——_——~.___ SLavGutTsER-Hovse Ropexp.— Yesterday morning, the slaughter-house of Mr. Charles Brown. near Sixth and L streets, (Navy-Yard,) was broken into and two or three hundred pounds of pork, with salt enough to pickle it, was carried off.
