Notwithstanding the many publications al- ready made explanatory of the existing difficul- ties which prevent a general exchange of pri- soners, itis clear that the public do not seem ate point in issue. We say that it relates wholly to the treatment of our colored troops and their’ officers who unfortunately fall inte the enemy's bands. Other incidental questions have arisen to farther complicate the matter, but were the main one out of the way, the rest could doubt- less be speedily adjusted, . In determining on the employmentof colored troops, this Government became bound by the highest moral obligations, as well as by those appertaining to the well-being of the service: to give our soldiers of that description every | guarantee that they should be protected and cared for, and, indeed, treated in all respects like any other troops inservice. To permit the rebel authorities to pursueany such course with any of our country’s defend- ers made prisoners, is in every way wholly inadmissdble, if we propose to continue the war; and the Government's only hope of put- ting a stop to such barbarity and flagrant dis- regard of the usages of civilized warfare on the part of the so-called Richmond Government, is to rigidly adhere to the policy of making no more exchanges of rebel prisoners in our hands, and to refuse to parole any such, until Jeff.
