In Great Britain under the system of yolun- tary enlistments the rejections average over 27 percent. In France, from 1831 to 1815, the average number of exemptions annually was 91,560; so, that, tosecure the contingent of $0,000 men, 174,560 conscripts were annually ex- ined. Of the recruits who presented themselves for enlistment in our regular army in 1552, 70 per cent were rejected for physical infirmities ex- clusive of ageorstature. Between ist January and Ist July last more than one-half were re- jected. These were men who desired to be ac- cepted. These proportions are of interest in connection with the fact that less than one- third of the drafted men who desired not to be accepted have been exempted on account of } physical unfitness. ‘here have been but few cases of incompe- tency, fraud, neglect or abuse in the examina- | tion of drafted men. All the expenditures up to this time on ac- count of this Burean, including the Enroll- ment, dratt and pay of officers and persons connected with it, are but little over $1,200,000. These expenditures include all made on ac- count of the machinery which has produced the arrest and return of twenty thousand de- serters.
