General Foster's Expedition up the Ja River--Terpede Explesion--Lives L: Fortress Mownor, August 9.—The expe- dition that left here on the 4th instant, under the direction of Major General Foster, wis ac- companied by the turret irdn-clad Sangamon and gunboats Commodore Barney and Ovohas- set. They proceeded up the James river, and when above City Pointand within about seven miles of Fort Darling, at a point cailed Dutch Gap, a torpedo was exploded under the bows of the Commodore Barney by a lock spring connecting with the shore. The explosion is described as most terrific, lifting the bows of the Commodore Barney compietely out of the water fun ten ier, ara throwing a great quantity of water high into the ajr, which fell upon the deck of the boat, washing overboard fifteen of her men, among whom wes Lieutenant Cushing, the eomman- der ofthe Commodore Barney. Two of their number (sailors) were drowned. The others were all saved. Major General Foster was upon this boat ‘when the explosion took piace. The enemy then opened on them from shore with twelve pounder field pieces. Some fif- teen shot penetrated the Barney, besides a great number of mueket balls, and not aman injured exceptthe Paymaster, slightly with splinters. The gunboat Cohasset received five twelye- ound shot, one passing through the pilot- Boote, killing the commander, Acting Master Cox. The shot struck him in the back, killing him instantly. The Commodore Barney was towed down to Newport News by a tug, and will be repaired. The object of the reconnoissance was accom- pliched and the ficet has returned. Thenew army gunboat General Jessup, com- manded by Lieutenant Colonel Whipple, also accompanied the expedition, aud receiyed sey- eral ehots, but was not much injured. THE SIEGE OF CHARLESTON. Preparations fer the Grand Attack on Sam- ter and Wagner. HILToN Heap, S. C.. August 5.—The prepar- ations for renewing the attack on Fort Wagner are faked as rapidly and favorably as could be desired. There is not an officer or private in the entire department who is not sanguine of the fali of Fort Wagner on the re- newal of the assault. The same buoyant feel- ing 18 also shared by the naval officers, many of whom are positive in their belief that Charles- ton will be in our possession before the close of the summer months. Within the past three days Gen. Gilmore has added many numerous and heavy guns to his line of attack, and the unceasing toil day and night of the men upon | the trenches indicates that work ofa different character will soon commence. It would per- haps be superfluous that reinforcements have been arriving at Morris Island-since the late fight, so that the strength of the enemy, when the next battle occurs, will be severely tested. These reinforcements are greatly needed, a3 many of the soldiers who have been digging in the trenches and attending to other duties are completely worn out from continued exposure and labor. The pnblic may rest Assured that the heavy ordnance now trained and to be trained on Forts Sumter and Wagner will be manned by men who have been educated to the business. CoUNCIL PROCEEDINGS, Angust 10.—Board of Aldermen —In the absence of President Semmes, Who is acting Mayor, and of the Vice President, Mr. Pepper, Alderman Brown was called to the chair. Mr. Turton presented the petition ot T. B. Morgan and others, for a water main; which was referred. Mr. Sargent presented a resolution requesting the Mayor to inform the Board whether the Commissiover of the Fifth Ward was em ployed as a carpenter in the Quartermaster’s depart- | ment; which was adopted. Mr. Sargent stated that he had been informed that the Commissioner had been so employed, and if so he could not fulfill his duties to the city. The resolution was amended so as to include the inquiry as to whether any other municipal officer was holding a government position. The committee on finance was discharged from the further consideration of the bill to grant additional powers to the Mayor. Mr. Plant intreduced an act to trim and gravel Tenth street west, fiom Pennsylvania avenue to New York avenue; which was re- ferred. Mr. Turton, from the committee on improve- Menrts, reported the following, which were passed, viz: A bill to set the curbstones on the south front of square No. 426; bill to take up and relay the foot pavements and gutter on square No. 124; and a bill to grade and gravel D street south, from Twelfth to Thirteenth west. Mr. Utermehle, from the police committee, | reported favorably upon the bill to regulate and license livery stables; and on motion of Mr. Lloyd the consideration of the bill was postponed until next meeting, and made the special order, Mr. Gulick, from the committee on claims, reported a bill for the reliefofCurtis & Dearing, with an amendment allowing them $70 instead of $30, and the bill passed as amended. Also, a bill for the relief of Michael Murphy; which was also passed. Mr. Plant, from the committee on Fire De- partment, reported back the bill to pay for two fire-plugs, ($116;) which was passed. Mr. Turton introduced @ resolution instruct- ing the Water Registrar to purchase in the open market asofficient amount of four-inch water pipe to Iny pipes to furnieh water to the Western Market. Adopted. Also, an act to lay a water main in A street south, from First street east to New Jersey avenue. Passed. Section second provides that the Mayor shall, in case of acommissioner refusing cr neglecting to perform his duties, on being certified thereof by any two of the commis- sioner, fill the place by a new appointment io serve the balance of the term; and in the even: of @ vacancy he shail fill the place in lize man- ner. Section third authorizes the appointment of a clerk to the commissioners, who shall also act as clerk to the chief engineer, at a salary of seven hundred dollars. Section fifth provides ‘hat the department shall consist of turee steam fire engine companies, of foreman, en- gineer, fireman hostier, and ten extra me euch, and one hook and ladder company foreman, hosiler, tillerman, and ten extra me: Each engine company ehall have one stea fire engine, one hose-reel, three horses, ai one thonsand feet of hese; ané the hook au: ladder cpmpany shall have one truck, with all the hooks, ladders, &c., and two horses. Section eight fixes the salaries (payable month- ly) as follows: Chief engineer, $1,200; fore- manu of each company, S600; engine firemen, hosilers and tillermen, $100: d the extra men $100each. The paid members of the department, except the extra men, shal) give their undivided attention to their respective duties. Section nine authorizes the cammis- sioners to locate the companies at such points as they shall deem expedient. Section ten provides that the chiet engineer shall be ap- pointed as other city officers are appointed, for a term of five years, and that be may be re- moved for inattention or neglect of duty by 2 majority of the fire commissioners, with the approbation of the Mayor. Section eleven makes it the duty et the chief engineer ana oe members of the department, in case of ‘e, to repair immediately to such fire and take the proper measures for extinguishing the fame. Section twelve gives the engineer sole command at fires over all other officers and and members of the department and other per- sons present, and he shall take the proper measures for the extinguishment of fires and protection of property, and the preservation. of order. He shall examine condition of the engines and other apparatus belong- ing to the Department, as often as meces- sary, or whenever the cormissieners or Mayor may direct, and annually report to the Mayor. He shall cause a fall descrip- tion of same with the names of the officers and members; the amount of property. r- ed and amount of insurance to be published ove of the city pzpers. When the houses or apparatuses need repairs he shall cause the same to be made, provided the cost does not exceed twenty dollars, and if above that eum he shall first procure the assent of a majority of the commissioners. It shall be his duty to receive the reports from the varions com} and transmit them to the commissioners. Sec- tion thirteen provides that in the absence of the chief, the foreman of the company in whose district the fire may be to perform his duties. The foremen should keep all fire-plugs and reservoirs in their respective districts in perfect order. Section fourteen makes itthe duty of the commiesioners to preparerules and regula- tions for the government of the com: and furnish the members with copies of the same, and directs them to give notice that they are prepared to receive applications for member- ship in the “City Fire Department.” Section fif- teen appropriates twenty thousand doljars for the purchase of apparatus,to be expended under the direction of the Fire Commissioners. Sec- tion sixteen probibits any person not & member ef the department from wearing any part of the uniform or badge of the department, under a alty of from five to twemty dollars; one- alt tothe informer. Section seventeen pro- vides if any person deface or in any mapner destroy any of the apparatus, or hinder any apparatus or member of the department from passing along the street, or prevent any apps- ratus or fireman from working at fires, they shall be fined not less than five nor more thun fifty dollars.
