The Drait for the Eighth Sub- District (that part of Georgetown éast of High street) com- mienced this morning at 9 o'clock at the City Hali, and was conducted by the same officers Qed in the same manner as in the City of ‘Washington. There were & good nimber ot people in attendance. The number enrolled was 259 were to be drawn. SINGULAR RUN OF BAD LUCK. The popular notion isthatarmysatlers make mints of money, and mary of them, doubtless, | do make a good thing of it, but it is somewhat of a lottery at best. | Mr. Moses Sweetser,; army purveyor of this city, has been peculiarly unfortunate in his business. At the ist Ball Run fighthe lost most of his property there; at the 2d Bull Ran fight a raid was made on him by our retreating army: his warehouse at Fairfax was broken open and all the gooods taken; at Front Royal his clerks retreated suddenly, and he made a lose there, as he did also at Calpeper. He was obliged to skedaddle frem Warrenton three times last summer; his store at Harper's Fer- Ty was burned down and all the goods lost; * at Manassas he was robbed of all his goods while absent attending to his little girl, who was run over at F airfax the 27th of Jane He was taken prisoner by Gen. Fits Lee with all his goods at Anandale, on their way to Washing- ton. The next day Gen. Stuart went into Fairfax Court Heuse and cleaned him up there; and now agsinon Wednesday last he was taken prisoper with three teams at Gaines- ville, carried into the mountains and kept pris- oner with six of his clerks three days. Next day his store was robbed by Moseby at Fairfax Conrt House. Afterall these trials and rebuffs Mr. Sweetser is not intimidated nor cast down, but is determined to worm on until he can _ Strike a better streak of luck, which he de- | serves tor his energy, perseverance, &c. His | losses amount to about $25,000 by these differ- ent raids, &c. His experience is that of many. AN ERRONEOUS STATEMENT. As it is being stated in more or less news- yPApers that the balance of the drafted men of this District, after filling up the District regi- ments, are to be ussigned to service in regi- ments of regulars, we have to say that on in- _ Guiry we find there is no authority whatever for the statement in question. It is the Presi- cent's province to determine the regiments to which such conscripts shall be attached, and it must necessarily be some time hence ere he can prudently make the selections. THE FIRST DISTRICT COLORED REGIMENT. | We bear that this regiment having been ' filed up, is already on jts way to the field in a distant quarter. It ix composed of admirable | Material, xnd will certainly compare favorably, with any other colored regiment in the service. RETURNED FROM OLD POINT. The ordnance sieamer arrived this morning from Old Point with Secretary Welles, Ass't Secretary Fox and Chief Clerk Faxon on board, who went down on Wednesday after- , Boon. THE SITUATION. Up tonoon to-day nothing is known in Wash- , ington indicating any change in the status of | affairs in the front from their condition as that | was on the day before yesterday. - THE AMERICAN QUESTION.—The advices re- ecived pe: steamships China and Hibernian were generally regar@ed as encouraging for the North, and, notwithstanding the drawback of the New York riots, a panic in the rebel loan has taken place. The London Timez seeks to palliate the rebel reverses, but acknowledges that on the whole it is seldom that intelligence ha~ been received ' so gloomy for the rebel cause. The London Svar regards everything as indi- cating the rapid exhaustion of Southern re- sources, The London Daily News expatiates on the victories of Grant. | } i ' uniform and rapid progress. Mr. Laird publishes an anonymons corres- | pondence between his firm and some persons | in Washington and New York. to show that | | Proposiyons were pending in 1661, with the | Navy Department in Washington, for his firm to construct vessels for the Union navy. ANOTHER RAID BY MOSEBY ON SUT- LERS’ TEAMS, oe HB CAPTURES THIRTY-SRVEN WAGONS tials eid OUR CAVALRY ATTACK HIM AND RETAKE SEVERAL OF THE WAGONS AND THB SUTLEBS, CAPTURING SOM OF HiI8 MEN AND DISPERSING HIS BAND, —— On Wednesday morning the band of the guerrilla Moseby captared seventeen sutlers Sod their teams on the road between Fairfax Court House and Anandale, which they took down into a deep ravine, about halfa mile from the road, and there they paroled the sut- Jers, who made their way back to the city in the best manner they could, some of them reaching bere on Wednesday night. The wagons were taken at various points along the road, sometimes there being but two or three of the guerrillas ina squad. Yesterday morning they captured, in one haul, fourteen wagons, and six or seven more during the morning, all of which, with ihe Sutlers, they took t6 the ravine above-men- tioned, and proceeded to dispose of them; but some of our cayalry (company F, ist Maine,) came upon them and recaptured all the stolen goods, with theexception ef six or eight horses and the sutlers, taking two prisoners, (one of them Moseby’s first lieutenant,) and dispersed the party. Several of the sutlers were robbed of their money, one of them losing over $1,700. The sutlers say that inthis ravine there are the remains of a number ot wagons, trunks, boxes, &c., in some of which are remnants of clothing, and the place bears the Sppearance of having been used as a guerrilla rendezvous. Moseby's men numbered over sixty, and ‘were splendidly mounted. They are uniformed in grey pantaloons witha yellow cord down the seam, dark jacket, and grey felt hat, one side turned upand fastened with aroset @ aud & black feather on the other side. They are well armed with sabers, revolvers and car- bines, and their general appearance is next. Moseby in person is said to have been present, Most of these captures were made from a point six miles this side of Fairfax w within two miles of that place, and seme of them were made when our cavalry were not over a mile distant. Mr. J. Holbrook Dearing thi- inquiry, went in search ef detective McDevitt, found him, and the two proceeded to 4b avensburg. Mc Devitt arrested McCarter, and also secured the woman. The latter soon revealed where the money was, and the officers found it con- c:aled in’a closet of the tavern. They were brough’ to Washington and sent to jail by Jus- tic- Kowlanc. Meantime Col. Baker obtained news of the arre-t, and demanded McUarter from the Marsbal’s custody, and he was de- livered to him, and 1s now confined in the Old Capitol. Col. Baker also obtained an order trom the Wat Department te obtain the money. The money was surrendered to him by the Su- perin endentof Metropolitian Police. McCarter is said tO be very wealthy and respectably connecied.
