It seems to be generally believed here this forenoon that the bulk of our Army of the Potomac has again crossed the Rappahannock, at Kelly’s Ford probably; a point between the | location of Lee's headquarters when last heard trom, Stevensburg, and the line of advanta- geous defences near Fredericksburg, which the rebels occupied so long. If this be so, we apprehend that Lee’s army are again in rapid retreat towards Richmond, which they will continue at least until putting the Rapidan be- tween themselyes and Meade’s veterans. That is, unleas Meade yesterday evening or this morning forced them to venture a general en- ragement. ‘We do not believe that they have any stomach whatever for such a battle, as they are not 2s numerous as represented, and are, moreover, greatly discouraged by their ill success in all quarters throughout the past month. The fact that Lee, with his headquarters at | Stevensburg—seyen miles southeast of Cul- peper Court House, (rather than four miles as stated in some newspapers) and with a con- siderable force of intantry at the Court Honse, permitted Butord to rest on Saturday night at Brandy Station (five miles from Steyensburg and five from the Court House,) after the fight of that day, proves to us Lee’s determination not to risk a general engagement in that imme- diate vicinity. Had he been willing to risk permitting the | Brothers bulk of Meade’s army getting into position be- tween his army and Fredericksburg, he would surely have essayed an attack on Buford’s po- sition by day light of Sunday morning last, which he did not do. From Stevensburg up to Brandy Station the country is capiially suited for operations according to the particu- lar style of tactics to Which the rebels always resort when they can;a circumstance of which Lee would have gladly availed himself if he dared venture to do so.
