The law of nations and the usages and customs of war, as carried on by civilized powers, permit no distinction as to color in the treatment of prisoners as public enemies—to sell or ensiave any captured per- son, on account of his color, and for no offense against the law of war, is a relapse into bar- barianism and a crime against the civilization of the age. | tinels were stationed at the doors of the room The Government of the United States will | give the same protection to all its soldiers; and if the enemy shall sell or enslave any one be- cause of his color, the offense shall be pun- ished by retaliation upon the enemy’s prison- er’s in our possession. Yesterday afternoon a tram arrived, bringing drown some seventy wounded men, belonging to Buford’s cavalry, who were taken to the Dougiss Hospital. Most of them are severely wounded; many by sabre cuts, received in the fight near Oulpeper on Saturday afternoon, which, from all accounts, was 4 desperate Jando bend conflict. We copied it from another paper and supposed it to be true.
