THE EVENING STAR. Action ef the Philadelphia Councils. PHILADELPHIA, July 16.—In Common Coun- ei}, to-day, a bill was presented similar to that aseed by the secession councils of New York. Crxcrsxati, July 15.—Morgan’s rebel forces this afternoon were within twelve miles of Hillsboro, Highland county, Ohio. He is sup- posed to Le moving eust ward. Crxcinnati, July 16.—It is reported that Morgan is about Piketown to-day, and thatour forces are closing around him, and will give ; him some trouble. Martial Law Abolished in Cincinnati. Cincinnati, July 15.—This city will be re- lieved from martial law to- morrow, CAVALRY FIGHT BETWEEN HArPeR’s FER- RY AND CHARLESTOWN.—Official information was received in this city last evening to the effect that quite a brisk cavairy fight took place on Tuesday evening, about three miles south of Harper's Ferry on the Charlestown road, between adetachment of the First Uon- mecticut cavalry, numbering about fifty men, under command of Major Farnsworth, and three companies of Confederate cayalry. The engagement wis a spirited one. Major Farnsworth separated his command into two parties, and had already sarrounded a picket ot fifteen of the enemy, when one of his parties moved on and became surrounded by s larger body of Confederates. The result was that twenty-odd ofthe First Connecticut were captured. Major Farnsworth with sev- eral of his men dushed into the woods, with the purpose of capturing some of the Contederates who were obseryed there,and was cut off from the rest of his men, and subsequentiy taken prisoner. The total lossin prisoners was sta- ted to be Maj. Farnswor and twenty-: men. The Confederate commander, Col. Har- man, together with the chuplain, one lienten- ant, and fourmen were captured by those of the First Connecticut, who escaped. They conveyed their prisoners to Harper’s Ferry, and they were brought to this city last night, and taken to Fort McHenry. One of them was wounded.—Buit. Sun, 16th APPEAL TO THECATHOLICS OF NEW YORK.— Bishop linghes publishes a letter in reply oan attack upon himself, and the Irish generally, which concludes as follows: “In spite of Mr. Greely’s assault upon the rish, in the present disturbed condition of the city, I will appeal not only to them, but to all persons who love God and reyere the holy Catholic religion which they protess, torespect also the laws of man and the peace of society, to retire to their homes with as little delay as possible, and diseonnect themselyes from the fermingly deliberate intention to disturb the peace and social rights of the citizens of New ork. If they are Catholics, or of s of them as are Catholics, I ask, for God’s sake—for the sake of their holy religion—for my own sake, if they have any respect for the episcopal 2au- thority—to dissolve their bad associations with reckless men, who have little regard either for Divine or human laws.” OFFICIAL.
