The Attorney General presented @ bill of exceptions to the judze’s ruling, which decidedly favored the defendants. There is nothing additional as to Napoleon’s new mediation propositions forsthe settlement of Alserican difficulties. It is stated that if Engiand refuses to join him he will invite Spain to do so. ‘She has been repeatedly urged todo some- thing; that something being to declaré her rec- egnition of the Southern Confederacy. This she has not ventured todo, asshe was alone and did not care to bring down upon her the vengeance of the North; but as her necessities are great, and the position of her rich colony most critical, I would not affirm that she wiil turn a deaf ear to the solicitations coming from France, proposed to act with her. Dix’s eommand at the White House and other points onthe peninsula has been, in our gpinion, a fortunate circumstanee. It has recalled the thoughts of our people from the avocations of trade and money-making to the real business of every man during the continuance of this ‘war—the defense of this city. As soon as it was definitely ascertained that a Federal force of any importance had disembarked at the White House, the citizens of Richmond, almost toaman, left business of every kind and or- ganized themeelves into companies, battalions, Tegiments and brigades, selected officers, re- ceived arms and ammunition, and ascertained their places of rendezvous and their positions in the defenses of the city. The first real, ac- tual appearaneeof the enemy accomplished in one day more than all the proclamations of the authorities woult have accomplished ina month. A force of from £,000 to 10,000 fighting men has thus been added to the army corps that now garrisons Richmond. This was not the most service rendered the Confederacy by the opportune appearance of Gen. Dix. Brfgades‘and divisiens whichhad been, as it were, lying around loase, have been concentrated at Richmond, ready to meet Dix, should he advance, as well as to follow quick upon his track should he attempt across march to Fredericksburg and Aquia creek, on his way - to reinforce Hooker. : . ‘That army that now garrisons Richmond is competent to meet the enemy; nay, more, to advance towards Washington, and play an important part in the capture of that place. Gen. Dix will be so closely and vigilantly watched as to be unable to dodge off in the di- rection of the upper Pamunky. His present position is ene of safety; protected by gunboats, and contiguous to his trapsports, he will not, we presume, be attacked by the garrison of Richmond, though the military lately organized by Brig. Gen. Custis Lee is fully competent to defend the city if the garrison should be sent to drive Dix to his transports.
