HEAD QUARTERS MIDDLE DEPARTMENT, STH Army Corrs, BALTIMORE, Jane 20, 1863.—The immediate presence of a rebel army within this department, and in the Stateof Maryland, requires, a8 & military necessity, aresort to a!l the proper and usual means of defense and security. This security is to be provided against known hostilities and opposition to the jawful and National Government from every quarter and in every form. Traitors and disaffected persons within mnst be restrained and made to contribute to the common safety, while the enemy in front is to he met and punished for this bold invasion. Martial law is therefore declared and hereby established in the city and county of Balti- more, and in all the countics of the Western Shore ot Maryland. The commanding general gives assurance that this suspension of the civil government within the hmits defined shall not extend be- yond the necessities of the occasion. All the civil courts, tribunals, and political functionaries, of State, county, or city author- ity, are to continue in the discharge of their du- ties as in times of peace; only in no way inter- fering with the exercise of the predominant power assured and asserted by the military au- thority. ¢ All pracetul citizens are requested to remain quietly at their homes, and in the pursnit of their ordinary vocations; exceptas they may be possibly subject to calls for personal seryi- ces, or other necessary requisitions for milita- ry purposes or uses hereafter. Grant, under flag of truce, has notified General Taylor the repei commander at Milliken’s Bend, (who hung all black Federal soldiers captored in the recent fight at that place,) that for every man thus dealt with who wears the Federal uniform, be he white or black, he (Grant) will hang a rebel captive.
