Lieut. Colonel Raymond was the first speak- { er. He briefly stated the objects of the meet- ing, and also referred to the statement he had made at the Georgetown meeting on Wednes- day night. that the day preyious had been the happiest day of his life, but he could not now amake the same assertion, although during the | day (yesterday) his eyes had witnessed what he never saw before—colored men in uniform. {Applausce.} He had been over the camp, which asin @ beautiful place, excellent for drilling purporer, and hat. seen the men in their new uniforms. They seemed to haye more dignity than he had ever seen in the ranks before, and appeared te realize that they now were men, Inquiries had been made why other comp&nies had not been mustered in When it h@d been an- nounced thatthe regiment numbered 500, Over 1,20 good men had committed themselves to the regiment, and they had expected to haye | the regiment full in one week, and if they had had the choice of quarters, theregiment would have been tuli. But just as they had got the | men who they expected to meet with, they } were taken away as effeetually as if they been sent to Fortress Monroe: They had ex- pended avout 000 in raising the two com- | panies already mustered in, and had expected | to have themin uniform to influence the col- ored men, but the Government had sént them | off. He thought that those who were instrn- | mentai in raising the regiment were better fitted to choore a camp ground suitable also | for recruiting, &c., than tnose who were not i anteresied in it. He, however, was not dis- | couraged, and believed in doing his duty. Mis- tory will record this movement. He weuld not censure, because he knew not who was j the carse of this interference, but history weuld tell it This interference was as un- natural as the taking of a child from its mother, for thes. men love Col. Turner. In every case he had known, the men had 2 head who was | commissioned when the eompany or regiment ‘was full, but was not recognised by law. He stated that Rev. H. M. Turner, colored, had cailed on Secretary Chase ing relation to the regiment, and the Secretary said “that all the advantages, immunities, &c., which the white soldier expects would be granted to the colored soldiers.” In short, Mr. Tarner was given the same assurances as had been given by Gov. Andrew. He aijluded to Rey. Turner being at the house in which Col. Turner rooms ‘on the invitation of the Intter, when the land- { iady camein and insulted them ail by saying { that “she was willing white men should come in her parlor, but niggers should go to the kitchen.” Rev. Turner replied that nis was a better houge, and he would leave. This lady {Col. Turner—“All but the lady”) had been re- ported to Col. Baker, who said that her prop- erty should be confiscated. He believed that this source of abuse was played outin Wash- ington. It was a shame fora man of Mr.-Tur- ner’s standing to have been insulted as he was, and if she had been a man he did not know what he would have done. He believed her | damnation was sealed unless she repents, {cries of “ amen,”] and that thousands of peo- ple will be dammed for their hatred to the col- ored race. Althongh the companies mustered in had taken. the veil and retired trom public view, there will be aresurrection. God is feeling the pulse of the nation. Public opinion is not ripe yet, but the time was coming for them. His coun- | sel was, “if insulted defend yourselves” The } Government had given them the privilege of maintaining their rights, and they should as- sert them; and the time was coining when those, rights would be respected. Col. Turner made 2 few remarks, advising them to trust themselves only in the hands of ! their tried triends. Some persons had said that the off S were not competent. He claimed | that he had had some military experience. + Lieut.Col. Raymond said he had just been informed that a policeman had threatened to | shoot the first colored man in uniform he caught | with a musket in his hands, with as many balls as he would put in a mad dog. He want- | ed all such vases reported tohim, and he would see that justice is done them. i George W. Hatton (colored) was introduced, | and remarked that it was natural for them to j have dark seasons, but the light would soon dawn, and all will come right. He alluded to having carried the flag of the United States at the ,head of the two companies which have been mustered inte service, as one of the proudest moments of his life. If the policeman wanted to shoot a colored soldier, he was the man to be shot at, but he would warn him to take care tnat he did not report his (the police- man’s) scalp to Col. Turner. He, for one, was determined to have his rights and his liberty. He spoke of the railway company, and said he ‘would not ride in the cars until he had his Tights and could sit inside. To those who did not feel like joining the regiment he would say stay away. [Cries of « Here's a parcel of ’em.”} He was determined to have his liberty in America, and hoped the day was not far distant when he would carry the flag at the head of his Tegiment through the District and State of Maryland. When he would get his uniform he ‘was going down in Maryland to see his mother, and the man who would insulthim he would feel | it his duty to kill. He had often heard the song of the “Red, White and Blue,” but in the army they had the red man, the white man, and now | they had the black man, and should say, “hur- rah for the red, white and black.” ‘Wm. Ingraham made a few remarks endors- ing the movement, stating if his health was better he would enlist himself. Wm. Wormley was introduced, and said a statement had been going the rounds that +* Wormley had backed out,” and pronounced the author a nefarious liar. He was the man to be riddled by the Washington police, for he ‘was the first man to sign the rolls, and he would follow Corporal George Hatton to the battle field. He proposed “Three cheers for the stars and stripes, And for George Hatton braye; He'll give Jeff. Dayis the gripes, Or fill a martyr’s grave.” Which were given. —— Tux Dome or THE CariroL.—The Statue ot Freedem will not be the to be raised to its piace on the dome of the itol by the 4th of July, as was expected. machinery for hoisting and placing the material of the dome in place is so constructed that only a limited number of pieces can be set per day, and tie ratio for the time will not allow for the com- pletion of the work by that date. In theearly part of the season, it was ho to have the dome ready for the reception of the statue by the 30th of this month, but the unusual amount of rainy weather has deferred the work at Jeast two months, and itis now thought, should the weather prove fuvornble, that the dome will be ready for the reception of the statue by the Ist of September. As soon asthe ornamentation around and below the windows shall have been completed and the covering of the joints of the tiles finished, the machinery for hoisting will be changed, and the work on the lantern com- menced. The trame scaffolding for theerection of the lantern is completed, and is ready to be put up, and will reach one hundred feet above the present sumnut. This scaffolding 1s novel in its form, and is exceedingly ingenious, and wil! afford a safe means of constructing the jantern and pntting up the statue without re- sorting to braces or guys, asis the case with ordinary apparatus. Wilson called up the resolution offered by him atthe special meeting held a week ago, in relation to building the next public school house in the First District, and Mr. Morseli moved the adoption of the resolution. This elicited considerable discussion, Messrs. Utermehle, Rhees and. DVayis opposing the resolution, and Messrs. ‘Wilson, Morsell and Holmead arguing in favor of it. Mr. Utermehle took the ground that a recom- Mendation of any special district would excite ill feeling in Councils, and thereby, probably, the whole thing would be defeated. Mr. Davis was opposed to the whole system of building school houses, adopted by the Board. He thought it would be better to build twocr more schoo! houses at a less expense, than one such as was builtin the Third Dis- trict. We did not need $45,000 school honses here, when smaller and more numerous ones would do ay well. He knew, however, the wishes of the people of his district in the mat- ter, and therefore should yote for the school honee, although it was agniust his convictions. The resolution was finally adopted, and re- ferred fo the committee on Councils, and the | Board then adjourned. a TERRIGLE Accry —Explosion of a Magqa- sine—Twenty Reported Killed and Thirty Wounds ed.—Abvut twoo’clock this afternoon, this place was'startied by a tremendous explosion, which shook the houses in many parts of tke city, breaking glass, jarring down plastering, &c The shock was caused by the explosion of the mngazine at Fort Lyon, situated on Ballen- gers Hill, on, the opposite side of Hunting Creek, about ®mile and a half distant. A gentleman just from the fort, gives a ter- rible account of the explosion. He reports 20 men attached to the garrison killed, and about 30 seriously wounded. Many of the killed were thrown 4 zreat distance in the air, and | mangled in a shocking manner. Two men j were thrown nearly two hundred vards, and Janded on their feet in the fall, without being seriously injured, and walked back to the fort without assistance, Mest of the wounded will die. Most of those killed were in the magazine procnring powder for practice on the garrison guns, and as their death was instantaneous, the canse of the explosion can never be known, One of the men att: ed to the garrison, says he noticed that two of the men went into the zine had pipes smoking. Every tent within the fort was torn to frag- ments, and some of the guns dismonnted. but the fort was not materially damaged, and be- | fore dark will be repaired. Patterson was convicted of stealing va- rieus articles from Mrs. Waldo, and wis sen- teneed to eighteen months in the penitentiary. Jobn Seeger, alias Geo. Smith, and William Wood were arraigned on a joint indictment for highway robbery. The evidence was that a Tew nights ago Jobn Bright, a soldier, was knocked down near the Center Market and robbed of $2.50, and that these parties were ar- rested by detectives Kelly and Barry as they were running off.
