Four- teenth and Seventh streets, to the river, are to be re been commenced upon both, and upon Four- and-a-haif street from tho Arsenal to the canal, This work is being done by the contrabands, the Government having ordered them to it at the suggestion of the Mayor and city authori- ties, The War Department has alsd issued an order reaflirming every arrangement hereto- tore made for the removal of dead horses or other animals from Washington, Georgetown or the county. After the removal of ‘in Krause no arrangement was made for the burisl of sny but Government horses, but now all are to be rernoved. The contrabands doing this work and that of the repair of the streets are under charge of Capt. Gamble, A. Q. M.. on Gen. Martindale’s staff. Gi carts will go through the city daily and remove all kitchen offal; and parties desiring to have such offal removed will only have to notify the Commissioner of the Ward or give notice at any ef the police station-houses, when the mitter will be attended to at once. Property-holders and tenants must look to their cellars and privies, and have them kept in a cleanly condition, xs examinations of t! same will be frequently made and the penalty will be strictly enforced against all persons al- lowing violations of the sanitary regulations of the city. The canal is to be dredged, and for that pur- pose locks are being made. In addition to the above, the gutters of the streets are to be so improved as to runoff all water and filth, and prevent the accumulation of dirt and pools of stagnant water. For the better protection of property, torty fire plugs on the McOlellan plan are to be put up at once. Thus a good system has been inaugurated, and if properly carried out will go far te en- sure the heaulthfulness of the city. a as \ Botpv Ropperny.—The Thieves Captured and the Money Recovered.—Lieut. Sellers, of the 65th New York Volunteers, was robbed yesterday by two men named George Ward and George Carroll, with whom he had been in company during the day, and spending his money tree- ly. About one o'clock the party gotto Rainey's Hotel, on D, between 6th and 7th streets. There they took a drink at the bar, and Lieut. Sellers excused himself and went into the back yard. His companions followed him, and one threw his arms around Sellers’ neck and choked him, white the other took his money, amounting to nearly $200; the thieves at once fleeing, pur- sued by Mr. Rainey agd officer Drane. After achase Ward was c@ptured on H, near Fifth. He was taken to the Fourth Ward station and searched, but no money was found upon him; but an immediate search along the route taken by Ward, resulted in the discovery of $153.50, in a barrel, in the yard of Mrs. McLeod, on Fifth, between G and H streets. Carroll, the other party, was arrested by officer Kelly about 4 o'clock, as he was coming out of a grog shop near the railroad depot. Both prisoners were by Justice Giberson committed to jail for court. Yard is about nineteen years old, and is well known to the police. Carroll is about twenty- eight years of age, and was employed as a driver of a wagon for a lager beer house, butis a butcher by trade, and his place of residence is New York. Tue New Counciy Cita -—The hereto- fore unsightly and ill-proportioned room used as the chamber of the Board of Common Council has been entirely remodeled, and now presents 4 very neat appearance. The ceiling has been lowered nine feet, and two rooms partitioned eff, the west end one of which is to be used as @ committee room, and the other for the president of the Board. The tloor has been raised abont six inches, on which the desks of the members are arranged in a semi- circle, having 2round ita heavy wainut rail- ing. The president’s and secretary’s desks are on a platform in the west end of the room. The frames of the portraits of Washington, Jack- son and Clay have been regilt by Frank Lamb, and the first will be placed above the presi- dent’s chair, and the others in the eastern part of thereom. The walls have been papered in imitation of fresco, aud the floors covered with handsome carpet by John Alexander. Thegas fixtures, of French pattern, are from Cornelius «& Baker, Philadelphia. The remodeling has been done by MeSsrs. Downing & Bro., con- tractors, Wim. Sibrey doing the piastering—the whole work being superintended by Mayor Wallach and President Shepherd, of the Board. No wit- ness appearing agains: him, he was dismissed.
