Skwarp ony MupIATION.—It was gener- wily supposed that Mr. Seward had touched the highest point of diplomatic ability in the ‘Trent affair. But the people seem more en- thusiastic, even, over his recent reply to Louis Napolecn’s offer of mediation, than they were on the former occasion. The loyal Press, with scarcely an exception, hail Mr. Seward’s ietter &# the long-looked for chart to guide the nation out of the storm. It gives new hope to the despairing citizen, while it inspites the soldier lke a viciory. Our Government is sustained in its ancient renown and dignity by the mas- terly disposit on that is made of its foreign af- faire, both by its Secretary and its Ministers abroad. Had the Atiantic cabi+ been ia operation, as proposed by the War and Mavy Departments, the current delay in the operations of the com- bined Union feet and army new assembled on the coaste of the Osrolinas, would have been. sbortened at least ten days. It arises from an accident which rendered the cyliader of the iron-clad Wehawken useless forthe tima being. The existence of the cable would have saved ten days in the arrival ont of the cylinder, al- ready on ite way to repiace the da-naged ene. The cost of this cable would be $!,0W per mile only, and it would be as safe from Rebel mo- lestation as the telegraph lines from New York to Roston. And, further, at the end ot the war the Goverrment could obtain for it from the commercial classes more than its original cost. The want of its facilities are as much feit in conducting the operations of our imm-~n<e blockading ficet, now stretching for twenty- five hundred mites along the coast, and in those of our armies on tho same eoast, as would ba felt in conducting the Government's mii.tiry operations in thy loyal states, were there no or telegraphic lines any where between Wasinz- | ton city and the North and West. It could be extirely completed in four months. While the House persistently refuses to aid the War and Navy Departments military oper- stions on the coast, as urged by the prompt construction of this line of telegraph, they ara gravely debating about constructing nominal- ly for military purposes canals and railre+ds, destined if undertaken to cost the already over- tasked treasury something less than an axgre- gate cf fifty if not a hundred :niilions of dol- lars, to be ayailatie for military purposes sometime between five and ten years hence. The “blood and thunder” portion of the clergy will, of course, be gratified to learn thay, yesterday, in disposing of the conscription bill, the Senate plumply refused to ex»mot them from military service in their country’s behalf with arms in their hand. The New Orleans Picayune of Feb. 34, says, we are indebted to a commercial house in this city for a copy of the following, received per stermship Creole: Vera Cruz, Jan. 9.—Reports have been cir- culated in the city since yesterday that the di- vision ot Gen. Bazine (14,0 strong), which left Jainpa, was attacked by 10,000 Mexicans at Acayrte, on the route to Puebia. The French fell back before the Mexicans, who remained | masters of the field. Gen.
