Mr. Delano reported a su ct Washburne’s bill to amex @ the ¢ Washimeten and Georgetown Railroad, by re- eucing the fare to three cents. The sub=titnte he company to make annual reports holders and to Congress. said it was not deemed proper to th the fare. and that they had the Tahce that every reasonable accommoda- tion will be afforded by the Seon as they can be procured. Mr Washturne said thar Congress had re- f+rved to itself the right of amending the char. ter, including the fare. The profits, he under. ormous— the shares of $100 being “. Mr. Holman did not object to the reduction of fare, butthe road had not been in operation log enongh to justify interference, j Mr. ( ovode said that the ears and arrange. | Penis Were better than any other company in the United States. * Mr. Washborne urged that the fare should | be reduced or a portion of the tolls given te the public schools or to cleaning the streets, which | Were in a disgracefal condition. Mr. Segar said he bad had a conference with the management and was Satisfied that they wer not tutking extraordinary profits. They already empioy five hundred horsvs and four or five hundred agents, und after deducting expenses nay were making but an inconsider- able profit. There were no lines charging as jow as three cents. The railways in Northern cities can scarcely sustain themselves, and how is itexpected thatin Wasuington witha smaller population they can make a protit at three cents! He was satisfied with the deciaration of the Pre-ideut that ifthe fare is reduced the company cannot be kept up. Dir. Washburne asked if the company had not refused to is-ue commutation tickets! Mr. Segar did notknow. As tothe complaint of crowding the cars he said frequently Gov- ernment wagons block up the streets which re- tards the progress of the cars until many of them come together, which defeats the ar- rangement for a car every two-and-a-half mune - Colfax said that when Mr. Washburne introduced the bill he did not think him in earnest. Among the latter were Messrs. Hugh McGee and Frank Adams, who come immediately to this city, and from whom We obtaiued the following information: One hundred and fifteen or twenty prisoners still re n Libby Prison. Among the num- ber are a great many southern men, who have been contined for a time ranging from 10 to 19 mouths. They are in a horrible condition— sick, feeble, emaciated, and literally covered with vern Confederate money appears to heat a dis- count, even with secessionists; for Rebel army cflicers and soldiers made frequent applica- tions to the prisoners for “green backs,” offer- ing them $2 Confederate money for $1 Federal | currency. When the prisoners were first cap- | tured, all their money was taken from them, #nd when released the amounts taken were re- turned, partly in Confederate notes. Richmond papers were sold at 10 cts. apiece. The prisoners were allowed to purchase them | when news was favorable to the southera | cause, t when unfavorable the papers were | excinced trem the prison. Prices are exorbitant for everything. Whisky is worth $$ per quart, sugar $1.25 per Ib., coffee 1.50 per Ib., tea $25 per Ib., potatoes $$ a peck. Their loaves of bread were about the size of our common biscuits, and sold at 15 cents. These prisoners had no opportunity of dis- covering much news, as when they were r leased they were marched through back streets, | except the guard. i DEATHS OF SoLpieRs.—The following have been reported to Capt.
