The Intelligencer is surprised to find any ad- mirer of the Emancipation proclamation dis- senting from thesteps taken by Gen. Banks to give force and application to the President's in junctions, by requiring the negroes of Louis- 4ana to labor for a just compensation. The Chronicle advocates Senator Sherman's bill authorizing the issue of bank bills onthe cTedit of the Government. The Chronicle says: “This bill proposes that for this privilege of issuing bank puper, the credit of, the whole country should be the basis. Not one dollar w:li ever be lost to the people under the new system. At the same time the existing bank circula- tion is to be taxed, :s a legitimate subject of taxation, thus yielding a revenue to the public treasury in return for a privil granted to the corporations issuing it. While, therefore, it will not be compulsory upon the old Tastitu- tions, the bill, if adopted, will secure tor the majurity of States a circulation ot unquestion- Abie value, uniformity,and convenience. Es- bn will it be acceptable to the States of Ninois, Michigan, Minnesota, Ohio, Iowa, Wisconsin, Tennessee, Mississippi, and other Southern and Western States, now in want of 8 reliable and more enlarged circulation.” —— Tar ConTraranp Mepiciyxs Seizveg.—in ouraccount yesterday of the seizure of medi- cines if transitu South by Col. Baker's corps, it was stated that the boxes containing then ‘were conveyed from Nairn’s drug store over to the pavement ia front of the carpet store of J. B Dodson, by whose direction they were placed im the cellar under his store, occupied by an italian, where they were re-directed and con- veyed to Georgetown. Mr. Dodson assures us that he has had no knowledge whatever of these boxes or their con- tents, or any thing todo with themin any shape, and that arrangement as to depositing them in the cellar must have been effected with the Italian by the owner of the goods; and as the Italian speaks very little English, it is possible be was not aware ef the character of the goods. P. S.—Since writing the above we hear that the Italian mentioned threw the responsibility for the goods being stored in his cellar on Mr. Dodson in his statement to the authorities, ‘There seems to be some mystification about the matter, which will doubtless be cleared up shortly. 7 Humphrey Marshall's gueriilas are com- mittting fearful depredations in Bath county, Kentucky, and the adjacent mountain regious. The jailer of Bath county informs the Lexing- ton Observer that Marshall has a mountain camp about 2! miles from Owingsyille, whence his men make frequent descents. About 250 of these depredators entered Owingsville on the night of the ist, and stripped two boot and shoe stores, even taking baby shoes. They also stole all the quilts and about one hundred of the best horsesin the neighborhood. They have also murdered several persons. The jailer, in common with nearly all the Union men in the district, has been compelled to fly. The proprietor of the Olympian Springs is also among the refugees. The presence of a military force is greatly needed, as nearly all the fighting men have joined the army. RETALIATION.—Gen. Hunter, of the Depart- Ment of the South, appears determined to con- duct the war in bis jurisdiction on Rebel prin- ciples. On Jan. 21, Gen. Mercer (Rebel), com- manding at Savannah, Ga, sent under a flag of truce a letter to Gen. Hunter, requesting the release of a prisoner—Mr. McDonald—whom be (Mercer) alleged was a non-combatant, Gen. ALEXANDRIA Arrains.—Between tour and five thousand troops landed at our wharves last Saturday morning—a part of the Pennsyl- yania Reserves. This will accoant for so many soldiers in our streets for the past two day: The boys have been confined to camp life for several months past, living on camp rations, without a drop of the “creature,” and those fortunate enough to have a little spare change on hand, are bound to have a “hich old time.” Itis estimated that one half at least has a bottle of fighting whisky, and how they get it, and where they get it, would puzzie a Philadelphia lawyer to tell.—Alez. News, Feb. 10th. Among the Alexandrians who have lately returned from Dixie, we notice our friend, Robert J. Wheat, Esq. The young man named Simpson, who was,a cay or two since, sent to the Old Capitol prison 4s a prisoner of war, is anative of Alexandria, and was, it is said, released thence upon his parole not long since. ‘We understand that our late fellow-citizen, Daniel Cawood recently died, in or near Charlottesville, Va. He wes one of our most respected citivens, was tor many years one of the leading Flour Merchants of Alexandria, and , up to the time of the war, the Com. mercial Editor of the Gazette. Near the cornerof the Avenue they made a break to escape, and a number of citizens interfered to aid them, when a row took place, the man having the handcuff: on striking one of the guard over the head, cut- ting it badly. wo of the prisoners were wounded—one re- ceiving a bayonet stab in his arm, and another in his breast, and the third made his escape through the crowd.
