The Forward Move: passable C HFADQUARTERS ARMY OF THE PuToMac, Jan. 2%3.—The tempestuous weather since Tueeday last, and the cousequent impassable ®tate of the roads, have rendered any advance of the army of the Potomac beyond the Rappa- hannock a matter of utter impossibility. he fame causes so delayed the transportation of the pontoons and heavy artillery to the desic- nated points as to prevent asurprise of the enemy at the points where it was designed | to cress. This afternoon the clouds broke away, and the infivence of the san is telling favorably upon the soil. Several paymasters haye already arrived, bring joy to the soldier families at home. A delay those actively employed may occur. , FROM FORTRESS MONROE. . ‘orrespondence of the Asscciated Press.) okTRESS Monnor, Jan. which abated yesterday, is not over yet and has been quite tevere to-day, and many of the small vessels which started seaward yesterday have returned here for shelter. HEADQUARTERS ARMY OF THE Potomac, Jan. 20.—The right and eft wings of the army are in motion. We shall endeavor to eross the river aboutten miles aboye Falmouth. All opera- tions below are mere feints to deceive the ene- my. One corps of infantry are to proceed down the river and feign crossing at several points. Seddon’s plantation, which I described in a letter this morning, is one of them. Areal crossing will be made below should a certain emer- gency arise. Major Spaulding and Major Magruder are to contruct the pontoons above. The i5th New York Engineers and Regulars are also tothrow over several bridges. One train of pontoons is to be held in reserve directly opposite Fred- ericksburg. Saturday evening a company of the 15th New York Engineers were busily employed in throwing up artillery entrenchments about ten miles below here. The great victory of the West has had an exhilerating effect upon the army. The sol- diers are hopeful. ° Movements of the Army—The Rear of the Enemy's Position to be Attacked—The Troops in Excellent Spirits—The Prepa- rations for the Movement—Plan of At- tack—Preparations for Crossing. (From N.Y. Tribune's Special Correspondent.) Banks’ ForD or THE RAPPAHANNOCK, Siz stiles Above Falmouth, Va, Jam 20—AN day and late into the night the artillery has been rolling and rumbling forward and ali the highways and by ways have been rendered usefulin hurrying rapidly onward the forces destined for striking tho “great and mortal blow” which Gen. Burnside truly says “is due to the country.” For a few hour only have the left and center grand divisions been aceumtlating their numbers in the vicinity of this position, and every pasture and woodiand is now gleaming with bivouae fires. Many thousand troops are now concentrated at this point, where Gen. Burnside, haying seized upon the diversion of the enemy to an or quarter, has determined to push his army across the Rappahannock and attack the ene- my in the rear of their fortifications at Freder- icksburg. The result is now trembling in the balance. The timely arrival of the pontoons, with the iriendly co-operation of all the other elements which are involved in the iseue, we trust, will bring us a decisive victory. But the present sitnetion fills us with os for the morrow. The pontoons aiready due have not yet arrived, and a cold snd pelting rain storm excites the fear that destiny is not in our favor. Gr chances are to be ‘ried to-morrow, and ‘We Await the issue with the greatest solicitude. The movement which is now in p: was ordered to commence on Sunday morning. It was tponed for some reason until Monday. On Monday it was again postponed until Pues- day, when at9 o’clock a.m. Gen, ‘ins grand division, the6th army corps (Gen. Smith) in the advance, commenced ving from their position, five miles below Falmouth, towards Gen. Burnside’s headquarters. Hooker's cen- ter grand division commenced its march at-11 8.m., and being nearer the destination ef its movement, preceded Franklin toward Banks's .Ford. To make the advance, those roads were wsed which wert sufficiently back from the river to prevent the enemy observing it. poe Fai. The Warrenton turnpike was reached, not by the direct route mouth, but by way of Stoneman’s mand roads which had been prepared by the assidu- ous and difficult labor of the Pioneer Corps. The battle which we look for en the morrow will be the ultimate test of the morale of the army; but if we could infer anything from the animated appearance of the men and the alac. rity of their marching, and the shouts and huzzas which arose from the various camps as their comrades marched through them toward the ecene of the conflict, and the endless artil- lery train moved onward, we should not have a doubt but thatthe army would show itself to Le in the samé good condition which it has always exhibited in its t career. The circular of Gen Burnside has been read to the entire army. The army has received it as n pledge of success. Phe men have not re- ceived its gratulatory allusions to the recent victories im North Carolina, Tennessee, and Arkansas, with critical inquiries about the failure at Vicksburg, or the of cannon at Murfreesboro , but bad rejoiced to take courage frcm its inspiriting utterances, and have faith in the triumphant issue of the imypnding move. ment. Cheer on cheer has arisen the army on receiving the encouraging words of Gen. Burnside. 1 feel certain that whatever the issue, it will not prove disastrous because the men haye not fonght well enough. If we cross the river in the morning victory is ours. If the bridges are delayed and delays are suffered, the en: my with their known rapidity will meet us inf strength and render success doubtful We are impatiently and anxiously looking for the arrival of the pontoons. It was the intention that Hooker's grand divisien should bave crossed several miles above, at the United States Ford. We believe the plan has been changed, and both Hooker and Franklin are to throw their grand divisions across the river at Banks’ Ford. The locality chosen for the construction of the bridges and the crossing ef the army is six mules from Falmouth. The river makes a horse shoe bend ut this place, and the pontoons are to be built at the heel of the horse shoe, below the ford. One feature offers a seriows obstacle to the success of the undertaking. From a hil) the Rebels with artillery can sweep the bridge. Traverses have, however, been constructed, and it is expected that the guns protected by them will silence the batteries which the ene- my may post upon this commanding ‘These traversers are being constructe 13tch New York Volunteers, who are now toil- ing faithfally in the rain and cold at midnight. Opposite the place for the bridges is a Rebel rifle pit, which fortunately is butan extension oi the line of bridges, and is exposed to the fife of the battery which is posted upon this bank of the river.
