Mr. Evans, of New York, said the matter looked to him like a partridge hiding his head under a loaf, thinking that his whole body was out of sight. The people of the North wora already aware of these abuses, for there is hardly 3 town but has its Tepreseniative in the person of some returmed discharged soldier, who had informed their neizhbors of thoir treatment. The attention of the committee was callod to other hospitals. Mr. Polar, from tho committee on organiza- tion, submitted a rough draft of a coustitution, which was road and recominitiol. Mr. Lake moved to instruct the committee to inquire into the mode and manner of punish- ment of soidiers in the hospitais. - Mr. Wright, of the Navy Yard Association, siated that he had succeedad in getting an order from the Secretary of the Navy for thirty pair of crutches per day, which will be made at the Navy Yard, and with which the association can be supplied by addrewsing Lim.
