Covxcit Procervine:, July 28.—Board of Al- dermen —Un motion of Mr. Brodhead, the current business was pc for the purposes of con- ate the tax bill. The bill was read by sec- tions Mr. Semmes moved to amend the first section by fixing the rate of taxation at 50 cents on the $100, in lieu of 40 cents, as La arg in the origt- ginal bili. Mr Semmes thought the higher rate of taxation the best for the poorer classes, as they were the ones who suffered inconvenience from ay a eaten amar ia Mr. Pepper oj nerease. o the city ris now asseseed to almost its fui it value. ‘The wards could noc now obtsin money that was due them. The Fourth Ward now had almost 830,000 due it which was not paid into its treas- ury. Toey wanted the benefit of that money He was oppesed to running taxation above the market price of property. What with this enor- mons city taxation and the taxes of the war com- ing upon us !t was an act of cruelty to pac! gecsany it was vrinding the mechanics down with taxa- tion. He was in favor of curtailing expenses, a: seeing *f General Wadsworth could not get bis wooliy-headed gang to repair the streets. Mr. Semmes argued that property was not taxed too high, and that the amount proposed would hardly do more than clean the streets After further discussion, in which Messrs. Brodhead and Licyd participated, the amend- ment wes ado; 5 The 2d, 3d, 4th, Sh, 6th, 7th and Sth sections were adop’e.t without amendment. Mr. Semmes moved to lasert a section assess! 6 per cent. on every one hundred dollars, whic! amount shall be expended for the erection of school-houses, and for no other purposes. This elicited a further spirited discussion. wherein Mesers Semmes, Lloyd, Brodhead, and Pepper participated; but the amendment was finally adopted The te th section was so amended as to make an abatemrat of 15 per cent. on all sums paid on or before the last day of August; 10 per cent. be- fore the la.t d*y of September; 8 per cent. before the last day of October, and 5 per cent. before the inst day of November. {With the exception of the above amendments the bill is the same as given in a late number of the Siar —Kep.| Afer the bili bad passed a third reading— Mr Pepper moved to amend the title, so as to make it reed: -‘ An act to oppress propertyhold- ers aod the citizens of Wastington.”” Mr. Lioyd argued that the amendment was not n order Li Gordon thought the amendment in order, but d‘q 20t think !t proper. me Pep rer said he belleved the bili to be one of tad. Ste was willing to assert the fact at the c ra of the streets, if It ever became a law; but, thank God, he Delieved there was some good sense in snother portion of the building, if there ‘was none in this. Mr. Lioyd considered the 8mendment a refiee- tion upon the board. He believed bis friend of- fered it as a pleasantry; but he ws opposed to es- tablisbing a precedent which any member might take advantage of, and at any time make any act of the board ridiculous. ‘The ameadment was laid on the table. The bill establishing the office of inten- dent of Public Schools, and defising bis duties, ‘was then taken up; and, after having been read, ‘wos made the special order for Moaday next. ‘The Board tuen proceeded to the considera- tion of current business e Tbe Char presented a communication from the Mayor announcing the approval of an act making by riation for the payment of the sadgment mrs ned by R.C.
