Though skirmishes were taking place occasionally, no ac- tion or deme nstration of any importance bad cc- curred since our artillery drove five rebel batteries from the south bank of the Chi¢kabominy—at New Bridge—on Wednesday morning last. A WESTERN GENERAL ON THE PO- TOMAC Brig. Gen. Jobn Cook, of til., together with bis Avsistant Adjutant General, Capt Benj. F. Smith, nader orders, arrived in tois city a day or two since Gen Cook, iste colonel of the 7th reg!- ment (infantry) Illinois velunterrs, appointed a wrigadier after the battle and capture ef Fort Donelson, wes the first to respond to the call of President for volunteers, offering the first com pany, and chosen unanimously the first colonel from Iiliaols. The General bas been assigned the command of a brigade, consisting of five regiments, now going Into camp at “ Cloug’s mills.” Col. Corcoran’s (69th N.Y ) regiment is one of the five now in camp. NAVY YARD. The Baltimore left for below yesterday after- noog, taking down a lerge number of members of Congress and their ladies. The King Phillip went down last night. The Yankee arrived last evening from the lower Potemec, but reports nothing new. The Wyandank and Reliance arrived from off the Pisnkatank river this morning, bringing with them a fishing smack called ‘‘The Monitor,’’ which was captured a day or two since attempt- yng to run the bleckade. On each occasion that a boat goes into the river now, it come back with a number of arms given up by deserters from the rebel service, who are now in their homes in that vicinity, peacefully employed at their respective pursuits. The 500 men noticed some time since as having taken the oath of allegiance at the hands of Captain Harris, of the Island Belle, have all given up their arms, and are at work in that section of the country, from which the most of them halicd. Some of the citizens of the neighborhood !nformed our Officers a day or two since that last week a colonel, two capiains and three lieutenants, who bad been serving in the Confederate army, re- turned to their homes in that vicinity, baving wecome sick of the service. ~ see [>> The telegraphic announcement that Gen- erat D. B. Birney Led been relieved of bis com- mand.on the field of battle, created no i!ttle sur- prise amongst bis friends. {t is alleged io his bebalf that on Saturday last General Heinizelman, ebief of the corps d’armee, ordered General Bir- ney to take 2 position on the Richmond and York River Ratlroed. Birney complied, and had scarcely got his men in line of battle, when Genera! Kearney, chief of divisicn, ordered him beck to bis original position. This order Generai Birney also promptly obeyed; and for this was placed under arrest next morning for disobedience of orders. General Kearney at once addressed a note to General Heiatzelman, wherein he fully exculpates General Biraey of any intention to disobey orders, and says Le icoks upon bim as a superior officer. He asks General Helatzelman to accord General Birney a bearing, which ke (Kearney) is satisfied will result ratisfactority. Sebultz, of New York, who went abrosd aot long since as the American bearer of our fatification of the treaty, for the better suppres- sion of the slave trade, between this Government aod England, bas returned to Washington, bringing hither Britain's ratification of the same instrument. The act of England in so promptly ratifying this treaty, and at once returning her Tatification by the oands of our Government’s mesenger, wus evidently designed as an evi- dence of ber extreme gratification with the re- sult of the negotiations on the subject. Colonel Cross Pardemed—Tar Petition Obtained upon Forged Documents from the War Depart- ment—The Pardon Kevoked. Oar readers, no doubt, recollect Colonel J. Ba- chanan Cross, who was convicted of about two years since, and wassent to the Eastern Pen- ltentiary. A few days ago Marsbal Millward re- ceived a document from the War Department, fran Assistant Secretary Watson. This med document informed the Marshal that Cross was ‘wanted by the Government, and instructed him to. repare the necessary papers to procure 2 parde7, fe be signed by the United ‘States officials of this elty t the same time Governor Curtin recetved a letter pn ting to have come from the War Department, requesting the pardon of Cross, and stating that the would be sent from Eniladelphia The i ictions to Marabei Millward were to conduct the matter as quietly 28 possible, and were followed implicitly. Mr. Mfll- ward then returned to the city, liberated the sccomplished Colonel, and proceeded with him to Washington. There Cross was introduced to ‘Secretary Stanton, but the latter had apparently never heard of him before, and probably mis- took bim for some military gentleman. Mr. Millward then produced his letter of ina'ructions, but the Secretary prof-ssed bis entire ignorance of the whole matter. He thought tt rather s.in- gular that be bad not been consulted upon tos subject, and sent for Assistant Secretary Watson Mr. W. soon made his appearance, and was handed the paper. He at first remarked that it was bis band-writing, but seemed to know noib- ing of the contents. Hethen examined the docu- ment critically, and pronounced it a forgery. The whole party were then in a dilemma. Col. Cross bad a genuine pardon, and nobody appested to know what course to pursue. Firal- ly, Gen. Wadswortb, the Military Governor of Washington, was seat for. The Colonel was then place: under arrest. He became quite in- digneat when about to be hand-cuffed, and ap- sled to Marshal Millard, but the istter said that e bad nothing todo with it. “By whose au- thority am | arrested’? demanded Cross. “Ry mine.”? was the reply of Gen. Wadsworth “Under what law?" inquired the Colonel. “Mil- itary law,” wasthestern answer. Cross was then eecorted to the guardbouse by afile of soldiers, and passed the night there.
