Tae Recent Vist og Cocnt MERCIER To HicnMonp ExpLatngp.—Permission has been given to state the factsin regard to the French Minister's visit to Richmond, which has excited so much attention in thiscountry and in Europe- Mr. Mercter bad no inetrections Seen his govern- cent, nor had it the least knowledge of nis inten- tion tego Richmond. Mr. Mercier, in convers ng with Mr. Seward, expressed bis regret that Le could not see Richmond and judge himself sbout the views and expectations of the insur- yents Mr. Sew: said be could go without any ot lection from this goverament—that he wished every foretga minister would go and see for him- self how bopeless the insurrection was Mr Mercier went unofficially. He beard and sew for himself, of course, in no way acting or speaking for his government, or compromisin nis relations towards the United States. The Presi- dent was previously consulted, and ne of bis going, and when he returned he called im- mdistely on the secretary and afterwards upon the President, and communicated to them frankly tbe impressions that he had received. He allowed no one in Richmond to say anything to him that se could not be at liberty to communicate to the Secretary of State, and he neither communicated to the rebel leaders anything from this govern- ment, nor anything frem them to the government. COMMODORE FARRAGUT’S FLEET AS- CENDING THE MISSISSIPPI! The War Department received the following telegram this forenoon*: Carro, May 21.—Advices from the flotilla an- nounce the probable evacuation of Fort Pillow. The steamer Kennett, which went down with 8 flag of truce, with a number of prisoners to be exchanged, returned to the flotilla without seeing any signs of life at the fort, or as far as could be seen below It. The general impression is that the enemy has fallen back on Fort Randolph, twelve miles be- low. Two hours efter the Kennett returned, a rebel steemer with a fing of truce came up from below, took off the prisoners from the Kennett, and re- turned down the river. The Memphis papers of the 17th announce that the Union fieet under Com. Farragut was opposite Vicksburg, bound up the river. LATEST FROM THE PENINSULA POSITION OF OUR ADVANCE. A SUCCESSFUL BALLOON ASCENSION. ——_—___ THE FLEET AGAIN ENGAGES FORT DARLING, HRaDQUARTERS ARMY OF THE Potomac, May 21 —The encampment of the advance of the army, under General Stonemsn, is still at Gaines’ Mills, eight miles and a half from Richmond, and one and a half from the Chickahom!ny creek. The Pickets of the rebels occupy the bank of the creek on one side and ours on the other. General Stoneman, {n company with Professor Lowe, made 2 balloon reconnoissance this morn- ing, trom Gaines’ Mills, reaching an altitude of five hundred feet. From their position an admirable view was bad of Richmond and the surrounding country. With 8 glass the camps of the rebels within the limits of the corporation were seen. Also the arrival and departure of railway trains on the road be- tween New Bridge and Richmond. Very few troops were visible; but to the left of the city, on the line of the mail coach road leading to Bot- tom’s Bridge, a large number of troops were seen. The smoke from numerous camp fires was seen coming from the woods in front, showing that they were occupied by a large force of the enemy. Heavy firing was heard yesterday afternoon and this morning, to the left of Richmond, which wes probably caused by our gunboats endeavoring to force their way up James river. The weather is warm and pleasant during the day time, with heavy dews at night. The health of the troops continues remarkably good. Two rations of whisky and quinine are now daily issued.
