The black mau, beyond doubt, has the same natural quali- tles from Mason’s to Dixon’s line, and from t: t to Sabine. He argued that the isiature of Maryland be- lieved th the equality of natural intelli ence, or they never would bave desired to get the blacks out of the couatry by spending $10,000 a year for colonization. We must elevate the négro character, and that must be done by education. The pulpit is the highest position we can attain, and we must blame our white bretbren for not having a more educated ministry. The Methodist Episcopat Church (white) had been particularly backward in ex! ing education among the colored. They told us that if the Lord called us to Preach, he would put words in otr mouths. and we were totd to look only to Heaven and get knowledge, while the white preachers were looking all fe time in tne book. The speaker did not “tee the point”? that an uneducated negro could draw in- spiration direct ftom Heaven, while educated white men get It frem the books. Mr Chase urged the necessity of an educated ministry for the colored people. “I am,” said he, “‘a black man, and I want to see the blacks edu- cated. 1 love al! men, but I love the black man best. and will advance his interests first and all the time. Ifany¢olored man won't endorse this, the sooner he makes peace with God and dies, the better for him and his people” The negro could and would rise, if ptoperly educated, and they bed as muth right todo soas the whites. The #feaker said it would cheer his heart as much as that of the white man to see bis son pleading at the bar, or hia daughter taking a seat to play on the forty pieny ! In conclusion, his audience were urged to lib- eraily educate and sustain their ministers, as the surest mode of bringing the colored nation to a poattion of equality with the whites. It wes announced that Dr. Rock, an eminent colored clergyman, would deliver a lecture in the Fifteenth st. Presbyterian church, on Thursday night next. Last night, Clinton smith, a colored man well known to the police officers, Was arrested by the Third Ward “qtr and this morning be had a hearing with Noonan upon the satae charge. Smith was identified by witnesses as the person who bad the horse and who sold it to Noonan. ‘The case against Noonan was then dismissed snd Justice Thompson required of Smith $500 bail for court. Noonan wes then held upon another charge—that of buying the horse and harness knowing them to be stolen. Justice Th required the prisoner to give bail for court. Wilkerson and Thomas Sanderson be appointed & committee to act in conjiinction with them. The resolution was unanimously adopted. Be it enacted, That the fourth section of the third chapter of the Code of 1850 be amended and re-enacted fo as to read as follows: Any citizen of this Stete who shall, after this aet takes effect, levy war egeinst the United States, or against this State, or who shall adbere to those waging war egainst the same, or sbzll give them aid or comfort, or whoshall, ny, writing or speaking, profess allegiance or fidelity to the so-called Confederate States of America, or who shall resist or oppose by violence, or instigate others to resist or oppose by violence, the Govern- ment of Virginia, as reorganized by the Conven- fion which assembled at Wheeling on the 1th day of June, 1561, shall beconsidered as having exercised his right of expatriation so far as re- gards this State, and shall thenceforth be deemed no citizen of this State.
