PriLapeLegia, May 6.—A refugee from Mem- phis confirms the report of the occupation of Baton Rouge by the national troops. The U.S. gun- boats have passed up the river. The Union men of New Orleans have had an enthusiastic meeting. An immense amount of cotton recently dis- covered has been seized. FROM FORTRESS MONROE. Fortress Monror, May 4—Editcr Star :— There is interesting laformation here from Rich- mond, embracing the eccount given by members of Jet! Davis’s government ot the purport of the French Minister’s intercourse with them during bis recent brief visit to Richmond. They now admit that Lis communications with them were wholly unoflicial; and indeed, that he had no in- tercourse whatever except a mere interchange of commonplsce civility with eny of them, cther than Benjamin and one or two whom he had in times past known well personally in so- ciety in Washington. They also now admit that he went there only to obtein assurances of tue safety In any event of the tobacco of the French Government long since bought and paid for with Frene money. It ts Inferred that he obtained the assurances on that head he is said to have sought. In private and wholly unoillcial conversation with Benjamin and the others referred to above, he is now said in Richmond to have freely de- clared his belief that the rebellion 1s a failure, and must soon come to an end; and that however willing the Emperor might have been to have seriously considered the question of the'dipecoz- nition when there wes an apparent prospeft that “the Confederacy”? could sustain itself in arms, the fact that their cage is now hopeless against the United States, could only make him and all other rulers of commercial European nations sin- cerely anxious, for the sake of the commerce of the world, that the contest should be terminated as speedily as possible by their re!inquishment of it. He is further stated to have reminded them thet long since, according to our published diplo- matic correspondence, Louis Napoleon had said to the authorities in Washington that while he did not feel at liberty to volunteer interference in the affair, they might rest assured that when- ever the latter regarded his good offices as a peacemaker desirable, he would be found ready to seek to bring about a reconciliation upon satis- factory terms to both parties if that were possible, Speaking as an individual, he is said to have expressed the opinion tuat Louis Napoleon would be found williog to seek to obtain from the United States a cessation of hostilities upon the basis of their reacknowledgment of the General Government’s authority intact, upon terms that would amount to as near approach tothe starw quo ante bellum as might be possible under the circumstances. While thus freely expressing his personal opinions to personal friends there, it is now conceded in Richmond that he took dne eare to avoid everything Ike official intercourse with any one there. He certainly left on the minds of the leadess the belief that he regarded their cause as hopelessly lost, and was simply of opinion that the quicker they liid down their arms and returned to (heir allegiance, the better it wonid be for their own fatare fn the Union, and for the Interests of International commerce every- where. 1 wiite you this gessip for what it is worth. The gun we saw dismounted the other day, we learn, killed and wounded fourteen rebels, The fort has been occupied by the Ist Battalion New Orleans Artillery, and 13th Alabama, 10th and 14th Louisiana, 13th and 45th Georgia regiments. These troops were ordered to report at Howard's rove, four miles from Richmond, and left the fort at midnight. A rear guard was left, who waited for our appearance, and then left in the greatest haste. We conversed with two deserters who left their regiment in Wilifamsburg at day- light. They say that the whole rebel army is in 8 panic. Prof. Lowe’, balloon was ran in front, and found their guard at 9a. m. four miles out Gen. McClelian ordered out the artillery and cavalry, and is pushing after them at full speed. Allof our gunboats came up at nine and landed some marines at Gloucester, who raised the United States flag amid cheerlng that could be heard acress the river. The boats all then left, and at this moment are running up the York river, shelling both sides of the river. Flour in abundance wes left, and a large quant- ity of meat, salt and fresh. Ali their tents have been left. No horses and wagons were seen. We sawa numder of the shells fired from our Parrott guns lying all around the fort and in tae rear. Reports concur in saying they havea mob ofaboutone hundred thousind men, ill fed, dirty and disheartened. The news of the fall of New Orleans had been received several daysago,and wes known through thecamps. The road from Yorttuwn to Hamp- ton, on which we were encamped, was guarded by Fort Magruder, mount ng a large number of guns, and arranged to fire from ail sides. Part of these were taken away, the rest were spiked and left. Some of their works are well bulltand well laid outs others are wretched. Work was ended upon them on Friday night, and the slaves were sentto the rear urder guard. They have nothing behind with which they can make a stand. Let night their camp fires all along were the same as ususl. ‘The dexse woods along the Peninsula enabled them to leave without be- ing seen by the balloon. It is reported that the last men were seen to leave Yorktown at half-past four (4}¢) o'clock this morning.
