Dr. Russell, under date of March 21, has sometping to say of the starting of the forces for Richmond via Yorktown. e extraet the following from this missive : It will scarcely be credited, however, that there is no system for supplying men with am- munition when engaged with the enemy. McClellan is so strongly sus- tained by the Presideat, and by the regular Officers, by the Democratic party, and by the moderate men of the country, that he can af- ford to be indifferent to further attacks till time has been afforded him to do some bril- liant action and vindicate the good opinion of his friends.
