ALEXANDRIA, Jan. 21. —Editor Star : From the Local News of ‘yesterday, printed here, tt would he supposed that injustice had been done Mr. Harrison Jacobs, in bis arrest by the Provost Guard. On Saturday nighta man was arrested and placed in the watch house. On his appear ance before the Mayor on Sunday morning, it was discovered, bv bis own admission, that he wasa soldier of the 63d Pennsylvania regiment, by the nameof James Parks. On being asked why he appeared in citizens clothes, be said he had ex- changed bis clothes at a barber’s shop to prevent being arrested. Whereupon he was sent up to the Provost Marshal, to be dea!t with or returned te his regiment. The otlicer who went with him took him to Mr. Jacob’s shop and obtained his coat and hat, returning tbe coat and hat got from Mr. Jacobs. It was proper and right that an ar- rest and examination should take place. It cer- tainly did not appear before the Provost Marskal that be had any grestdifficulty in making the ex. change or borrowing the old clothes. ‘The matter Wes satisfactorily arranged or so understood by Mr. Jscobs taking the oath of loyalty to the Union, and he wes promptly released by Gen. Montgomery, on a | whom that the thing should not again cccur, telling bimat the sametime that a guard would be on the lookout to see that there was no further canse of complaint. This furnishing of clothes to soldiers has been a source of greatevil, and will be stopped. After the battle of Bull Run it was done extensively, and by this means many of the soldiers were enabled to desert It ts believed now that many of the maskets and pirtols after that battle were bought in this town for a mere song. On taking them before the Mayor on Sunday morn- ing, one of them cl-imed to be a soldier, stated bis name to be Parks, and thet he belonged to the 63d Pennsylvania regiment; also, when asked how it happened be had on citizens clothes, he stated that he obtained them of a barber down street, and that ke could point out the place. An officer being sent with bim, it was found that he ex- changed the clothes with a man named Jacobs, who was taken before the Provost Marshal yester- day, and on his taking the oath of allegiance he was released. There has been considerable of this business of changing clothes down here, and this mode of “punishing” those detected amounts to just nothing, and secesh laughs at it. OnSatu morning the public were startled by the in that alittle after midnightex- President Tyler had breathed bis last at bis rooms, in the Exchange Hotel, of this city The Rouncement of the melancholy fact occasioned the most painfal surprise in the munity, as it had not been known that Mr. Tyler had been sick, se even generally known that he had at all been indis) 5 On the Sanday morning preceding his death Mr. Tyler czme to the breakfest table, at the Ex- change Hotel, as usual. While sipping a cup of tea he was seized with sudden faintness, and on sitempting to ree from his chair fell te the floor. He was taken into the ladies’ parlor, where he re- covered, and was then conveyed to bis chamber. ‘Several physicians were present, and came to the assistance of Mr» Tyler—among others, Dr. Crock- et, Dr. Brown and Dr. Miller, the latter of whom assisted In bearing him out of the breakfast room. Dr. Fairfax was also called in by Mr. Ballard, the proprietor of the hotel. ‘This sudden attack of illness was not supposed to be serious, and gave but little alarm, as it was known that the deceased, at different Periods of his life, bad been subject to severe attacks of vertigo. Hopes were indulged of bis spety and it was not doubted that he woul untilthe night be died, when he was taken worse, and failing rapidly, but without pein, died precisely at fifteen minutes past twelve o’clock on Friday night. THE OBSEQUIES OF THE DECEASED. tis not determined, in detail, what will be the order of the funeral ceremonies of the ilius- trious dead, and they will not be determined until the committee of arrangements in the P: visional Congress, cf which Mr. Tyler w: member, is sepotaied, which will be done to-day. The melancholy event will be noticed in Congress this morning, and appropriate eulogiums pro- nounced by distinguished members of that body. The following is the list of the committees of ln age and conference appointed in both branches of the State Legislature : In the House of Delegates—Messrs. Barbour, Newton, Kobertson, Hunter, Sheffey, Grattan. Blue, McCamant, Rives, Jones, Saunders of Franklin, Mailory, Anderson of Botetourt. in the Senate— Messrs. Branch, Robertson, Col- lier, Wiley, Isbell, Newman, Johnson. THE LYING IN STATE. The remains of the deceased were vesterday taren to the Capitol, where they will lie In state until removed for interment. Three o'clock in the afternoon the solemn ceremony of laying the remains in state was performed at the Ca) itol, the body being disposed by Lieutenant Governor Montague. Mr. Isbell, of the State Senate. and Mr. Bocock, member of Congress; the members of Congress, of the Senate of Virginia and of the House of Delegnics, attending in procession. It is expected that the remains will be removed to-morrow, after consulting the wishes of Mrs. Tyler, who is at present absent from the city, having left here op Saturday. It ts unders that a funeral sermon will ‘be preached in this city, but the details of time and arrangements sre ye in the bands of the committee. On Saturday he bells of the city were tolled in testimony of the public sorrow; all the legislative bodies were adjourned; and the flags over the capital, the pou lic offices and other bniidings in thecity, remained drooping at half-mast under the wet and clouded skies of Saturday and Sunday. THE LAST MOMENTS OF THE DECEASED. At the time of the decease of Mr. Tyier, there were present in bis chamber Drs. Brown, Peachy and Miller, Mr. Josiuh C. Wilson, of Charles City, Mr.and Mrs. Ballard, and Mrs Tyler and child. These were the witnesses of bis last mo- ments. Dr Brown had been sent for, and on en- tering the room Mr. Tyler said,‘+ Doctor, lam dy- ing’? A few moments and be fel! off {nto the ut- ter weakness preceding dissolution. One of the attending physicians approached the bedside with medicine and said, *-Mr. Tyler, let me give you some stimulant.”’ ‘J will not have it,’ re- plied the dying suiferer.and in 2 few moments quietly breathed his last. His last intelligible words was the reply to the doctor IMPORTANT FROM THE BURNSIDE EXPEDITION. We have !mportant intelligence from the Burn- side expedition. An official dispatch has been re- ceived atthe War Department, dated yesterday Morning, stating that the expedition had made its appearance at Matteras, inside the bar. The contents of the dispatch are that twenty-six Fed- eral steamers were inside the bar and six lying outside, besides sixteen sail vessels, making a total of forty-eight vessels. There appears to be a strong disposition, even in official quarters, to believe that an attack is meditated in the rear of Norfolk To carry out this plan of attack the enemy will have to take Roanoke Island, which lies in Albemarle Sound, and would then bave water communication within some thirty or forty miles of Norfolk The idea, however, appears to be extravayant, that such an attack would be meditated unless with an army complete tn all its appointments, and not in the situation in which the invaders would be, in danger of having their supplies cut off at any mo- ment Another supposition entertained in well-in- forwed circles that Newbern is to be the object of attack. The town of Newbern is situated at the bead of the Neuse river or estuary emptying into Pamlico Soynd, and is an important position on the Atlantié and North Carolina Railroad There is a considerable body of State froops there to meet the invaders, but we do not deem it pru- dent to mention the amount of our forces. These speculations ure, however, of but little interest now, in view of the short time that must elapse before the blow is struck, and the inquiry Tesolved by the act of the enemy. However, it may, at least, be accounted certain that the force comprising the fleet is destined to operate inside of the Capes. STIRRING NEWS FROM THE NORTHWEST. We have stirring news from Gen. Jackson’s command. At last accounts he was in pursuit of the enemy, aud bad advanced to New Creek, twenty-three miles west of Romney, where be again touches the Baltimore and Obio railroad. It will seen by this movement of Gen. Jackson, that be has obtained a position of great import- ance, which will soon place him in the rear of the enemy at Laurel Hill, Cheat Mountain and in that neighborhood. GOVERNMENT AID TO RATLROADS. We learn that tue railroad connection through Tennessee and North Carolina, recommended by President Davis, is to be made a test question in Congress, as to the propriety of Government ex- tending aid to some other railroads.
