[From the N O. Crescent, Jan. 10] The flags were portentiously silent yesterday; possibly the weather had some inflaence; the movements were in unison—dull and sluggish. The storm commencing on the 7th, avd which appeared to have ran its course at the setting of the eun last evening, was the frat regular gid grey nor'heaster we have had this season. The turn-out and numbers day before yester- day were of a different character. We cannot say how many miles the lines of troopscovered. The general impression was that if those Yan- kee regiments ainyes J about xy Island, qa*rtering at Biloxi and Mississippi City, will only come on, that is, land on the lake shore, west side. anywhere from Islea ’Pitre to Milne- burg and Bayou St. John, they might be more than decimated. Talking of the action of our Government in several matters, brought up some incidental rem*rksin regard to the Navy Department at Risbmond. We are asked if it has already degenerated into a circamlocution a pendage of the Confederate Government. Ke mmu- nication before us implies that the commabd- ing officers of the Naval Department on this station have had their hands tied, as itgwere, since the removal of the seat of Government. It is as plain as the noon-day sun that after the clearing out of the Hessians from the mouth of the Mississippi, on the 12th of Octo- ber last. the port of New Orleans, the mouths of the Mississippi river. could have been kept open to the commeree of the world bg a very moderate eutlay of money. In June last, the Confederate Congress appropriated $800,000 for the defence of this good city of New Or- leans, to +e applied for naval defence. True, there is a nondescript in course of erection at the temporary navy-yard above the city. But it is useless to say that. after ‘the great success of Com. Hollins with the Manas- gas and other boxts, the mouths of the Micsis- sippi could not have been kept open. Some two dozen of our public spirited and inflaen- tisl merchanrs associated and psid out $30,000 for the Ram or Manuasas. Sie has proved a decided success, and it is now three months sizce her invincibility was proved. Oar lib- eral and enterprising merchants would have advanced the money to have built two or more nondescripts; but we are asked, ‘‘ What en- couragement bavethey?’’ Dir. Trxatty —The Pennaylva- ‘ia Thirteenth, a spirited little sheet published e the 13th poe Me Pennsylvania at Ten wr, Saye : Eben Asour Kyapsacks.— Within the last month 200,000 Knapsacks have been delivered to the Government in addition to previous purchases of abcut 700,000 during the past eight months. The contracts for more than one-half of these knapsacks have been given to parties in this city, the remainder being distributed between Philadelphia, Wilmington, Del., and Newark, N.J. The contract price has ranged from $1 89 to $2 60. averaging about $2, so that the total expenditure for this single article of mil- itary equipment has been nearly two millions of dollars. A more substantial artiole, after the French and Prussian pattern, has been purchased for some regiments, at a cost of from $4 te $4.50. Ten thousand of them have been imported, and* five thousand more manufac- tured by Edward Gumbs, of No 5 Murray street, in connection with other contracts. The mannfacture of these knapsacks has given employment to the trunkmakers of this city at a time when the sales in their regular business were less than 20 per cent. of ordinary years. It is estimated that some 12,000 opera- tives, male and female, have been keptat work in this way directly, while the industry of a large number of others has been incidentally affected. Brass founders, stair-rod makers, wire-drawers and others, workers in metal, whose usual business is completely dead, have turned their attention to the manufacture of brass trimmings for knapsacks, while a large number of others have found employment in farnishing the immense number of buckles and straps required. The demand for canvas, thread, paint, &o., has also stimulated trade in these articles, and not less than ten or fifteen thousand dollars have been expended for the single article of , with which the thread used in sewing is stiffened. Before the present war, the Government knapsacks were all made in Philadelphia, at the regular price of $2.72 each; but competi- tion bas uced the price to an average of about $2, some contracts having been taken as low as $1.89. The large number of knapsacks called for shows that our soldiers are not as careful of them as they might be. A good ken k ought to last two or three years, and th such treatment as they ordinarily receive, at lesst a year. But many regimenis not six months in the field have had two sets already, and some, after bei: % supplied by the State, have obtained requisitions on the Gov- ernment for a new lot, end thrown their old ones away, while still valuable for use.— Vew York Sun. Tae Assassins at Birp’s Potxt.—To- morrow Gen. Paine commences putting in force the order issued this morning by Gen. rant in reference to the people living near Bird’s Point. For some time these midnight assas- sins have murdered the sentinels etationed in the Magers of their houses, robbing them gen- erally of blankets and money. ‘ho-day the house of a suspected character was visited, when he stoutly affirmed himself a Union man and unarmed. A search discovered two loaded rifles and the blanket of one of the four men shot night before last. He was taken prisoner, and will be hung probably. Under the late order every family living within a circle of six miles will be brought into camp and kept there on pain of death if attemp- ting to escape. Enough of their property will be taken to keep them. Often the murdered pickets have not been found until morning. There were not over five thousand volunteers in the city, and not exceeding two thousand more could be raised for the emergency. There are no batteries on the river above or belowthe city. The only defenses against attack from the gulf are two forts on the opposite sides of the river towards the mouth.
