FT na that it will in a few days be folly up to the demands of the occasion. Among other things it is not improbable that the following will oc- cur; 1. That In order to leave reom for promotions for gallant acts in the field and other reasons of public” policy, no further sppointments to any rank in the urmy (unless of men in the field) will be made until the first of March. 2. That all the nominations that have been made and are now pending before the Senate, will be suspended until after the 1st of March. 3. That the disorganization produced by officers frequenting the city, instead of remaining in camp to instruct themselves and soldiers in the military art, will be checked by dropping from the list those who frequent the city otherwise than on military duty and by command of their superior officers. 4. That in order to transact the business of War as war, the Department will be closed four days in the week against all other business than what appertains to active operations in the field. 5. That Saturday of each week will be devoted exclusively to the transaction of the business of Senators and representatives in Congress; and that Monday of each week will be devoted to the business of other persons requiring personal in- terviews with the Secretary. 6. That the Secretary of War will transact no business whatever and will see no persg@p on busi- ness at his private residence, but will receive his friends socially on Wednesday evenings. 7. That the dispatch of business by mail or writ- ten communications will have the preference, and will receive the personal attention of the Secretary on the morning of each day before en- tering upon other duties. ~ It will be seen from the above that all the en- ergies of the War Department are hereafter to be devoted to the end of conducting the war pre- cisely as such a war as the government has-on their bands should be conducted _2 oo OUR MELITARY BUDGET. ——_e—__ THE VICTORY 1N KENTUCKY The Commander-in-Chief last night received the following dispatch, through Mr. Fuller, the chief telegrapher of General Buell’s staff, who was in person at Somerset at the time of the battle. Viz: “Our victory iscomplete. Zollicoffer Is ki!!o4. The Stars and Stripes now float over his fortifica- tions, We have captured al! his Property and a large number of prisoners. His loss is heavy ™ From another source it is reported by telegraph to the headquarters here, that275 rebels, including Gen. Zollicoffer himeelf and Gen. Bailey Peyton, Jr., were left by the enemy dead onthe field. The 10th Tudiana lost 75 killed and wounded. Nothing further cencerning our loss had reached the Government here up to 11 a. m. to-day. [Note (by the Editor of the Star) —It is judged at Headquarters here, to-day, that the battle of Somerset was fought principally by portions of the 2d and 34 brigades under Gen. Geo. Thomas in person, (Col. Thomas, of Second U. 8. Cav- alry, for some time next in command to Gen Patterson.) He commands the advance division of Gen. Buell’s great army, consisting of the First Kentucky Cavalry, First Ohio Artillery bat- talion; first infantry brigade—i7th, 38th and 3ist Ohio, and 12th Kentucky, under Gen. According to his view of the law (and we take it for granted that it Is only announced after dve consultation with the corporation’s attorney, upon the pcint) the Baltimore and Obie Railroad Company have long Possessed the franchise euthorizing them to extend their work wherever In the city and Georgetown their corporation authorities may grant them per- mission so to do, under such stipulations as may be agreed upon between the corporations and themselves. Under this view of the law, the councils and Mayors may make such terms as will secure tothe cities of Georgetown and Washington all the ad- vantages connected with the proposed work, that make it an object of public plunder; assembling at this point already, an army of lobby vultures in no way interested in or connected with the affairs of the District of Columbia, whose struggles and squabbles alike astound and disgust all others. Tar Orzxa —Despite the unfavorable weather and the terrible condition of the streets last night, the Theater was jammed witb an audience made up to 8 greater degree of the elite of the city, and of the country, than has lately been collected in Washington. Rotund, joyous Susini (who could play Falstaff if he liked) was “immense” as Don Pasquale, and very well, indeed, was he supported by the new baritone, Mancusi. Miss Hinkley, with fresh, youthful beauty (ber attractiveness of face, by the bye, being rather heightened by that piquant defection of eye); with a voice delicious, but not powerful, and a good stage figure; is a delightful Norina. Brignoli wes in fine voice and in wonderful good humor (for a tenor), and accommodated the public, very gracefully, with @ repetition of the exquisite Serenade song. Altogetber, Don Pasquale went off famously. To-night, Donizetti’s new opera, “ Betly,”” will be performed, for the first time in Washington, with Miss Hinkley, Sig. Brignoli and Sig. Susini in the princi pal roles. AnotuER Exreximest WITH THE GRREK-Fine Boma Sue1t —The trial with this shell last Thurs- day evening having been unsatisfactory to the Proprietors, Messrs Short & Smith, of Buffalo, because they could not procure matertal enough to half i! the shell, and being now prepared with two shells, they will repeat the experiment on Wednesday evening, the 22d inst., at pre- cisely eight o'clock, on the grounds between the President's House and the Potomac.” A fine, safe View for ladies and gentlemen may be had from the Park on the southerly side of the President’s Howe. Entrance at the head of Pennsylvania avence. We are assured that this trial will bean entive success, and worthy of the attention of Members cf Congress, officers of the Army end Navy, end the public generally. The fire from this shell w.ll covera space of one hundred and fifty feet in diameter, and will burn with intense heat from ten to twenty minutes. It cannot be extinguished with water, and may be used in war rockets, submarine volcanoes, &c < ‘with fearful effect. The proprietors claim that {t is the most perfect and terrible tnvention for de- structive warfare, and burning anything combus- fibie known to man urday last General Shoepf was holding r immediately in his front, the Position of his (3.’s) force having been Somerset, for some time past. He was thus giving his immediate commsender, Generz] Thomas, an opportunity to maneuver from his base, at Lebanon, (where all the rest of bis division were,) so as to get into Zollisefier’s rear. The fact that he sacceeded in so doing forced Zollicoffer either te attack Bhoepf, strongly tntrenched in his front, or the main body of the division, encamped under Thomas in his rear. At most, the force of Thomss at that point could not have been over 5,500 men, while that of Shoepf was probaby not more than 3,500, Af so many, though the intrenchments of the latter made an attack upon them appear more hazardous than the fatal attack (as it turned out to be) on Thomas. é The force of Zollicoffer fit for duty was known here yesterday morning (before the teceipt of the news of the battle) to be between nine and ten thousand strong. A Mistaxs. ar neighbor, the Republican, is mistaken this morning in announcing the receipt yesterday of presents to the President of the Uni- ted States from the Emperor of Japan. No such things came from Jepon. Presents consisting of &@ magnigcent sword with solid gold handle and scabbard, beautifully embossed and otherwise or- namented, two enermous and- perfect Siamese elephant tusks, 2 daguerreotype of the King of Siam, with his little child on his knee, and 2 friendly letter from under that monarch’s hand accompanied by a translation into English, were, bowever, received yesterday at the State Depart- ment, addressed to President Buchanan or his successor in office. —<$—_____ Tax SiupLeton who writes te the Obio Stats Journal from this city, over the legitimate sig- nature of “8.” : “‘ The Scar of this city, makes rather an amus- ing attempt to excuse our Southern brethren in Alexandria for the late attempt to blow up some 600 sick and wounded men in the hospital at that place. It says that there was but one barrel of fuse and one barrel of matcbes under the building. and that it cannot believe that the person who set fire to the train leading to it, did so with any evil intention .”’ The readers of the Star know very well that ‘we said nothing of the sort. What wedid say wes as follows : “We Sry! ones to learn that there was no foun- dation for report of an atmpt to blow up the hospital in the Mansion House at Alexandria. The scene of the late victory is Somerset, the capital of Pulaski county, Kentucky, and is situ- ated six miles north of the Cumberland river, and ninety miles east of Frankfort, the capital of the State. * 4 WORD IN BEHALY OF THE REGIMENTAL BANDS. Editor Star: Amongst the many things under cons deration for retrenchment is the abolishing of regimental bands. The persons who have thus far written upon the subject present the dark side, and try to convince the people that by tetaining them an ehormous expense is incurred and a great detriment to the service. Article 82 of the Re- vised Army Regulations reads thus :—“ The mu- sicians of the band will, for the time being, be dropped from company muster-roll, but they will be instructed as soldiers, and Mabie to ser. ice in: therauksouany occasion They will be mustered in a separate squad, under the chief musician with the non-commissioned s'nff, and be included in the aggregate inall regimental returns » They, on al} marches, are de'ailed as attendants to the ambulances, and perform the part, by no means unimportant, of gathering the dying, the wound- ed, and carrying them ‘o places of rotection, where necessary aid cau be given. Many lives, doubtless, thus are preserved, and thus the horrors of dying unattended are mitigated. On such oc- caslons persons to do that duty are absolutely needful. Take away these musicians and that branch of the service must be performed by men who are needed in the ranks. An army without such a “corps” does no credit to a civilized country. Music bas been cultivated in all ages. Cincinnati, Jan. 29—Important news has reached here from Eastern Kentucky. A battle took place at Somerset, Ky., on Saturday, between the Federal troops'under Gen. Schoepf and Zolli- coffer’s rebel forces, lasting from early in the morning tilldark. The dispatch says that Zolli- coffer was killd and his army entirely defeated. The loss was heavy on both sides. Cincinnati, Jan.20 —A spectal dispatch tothe Commercial, irom Indianapo says that four Indiana regiments of theGreen river column have advanced to the south of Carrollton, and will soon occupy Rochester. This is directiy iu front of Bowling Green. Gen. Buell is concentrating a owerful force at Green river, and it ts said that is is now ready for a forward movement. The rebels at and around Bowling Green are destroying the railroad, felling trees across jhe track, and doing everything to retard the Progtess ofoursrmy. Thomas telegraphs to headquarters that on Friday night, Gen. Zoili- coffer came up to his encampment, and attacked Lim at 6 o’clock on Saturday morning, near Webb's Cross Roads, in the vicinity of Somerset At 3 o’clock on Saturday afternoon Zollicoffer and Baillie Peyton had both been killed, and the rebels were in full retreat to their entrenchments at Mill Springs. The Federal troops were in bot pursuit. Zollicoffer learaing that the Federal forces had appeared in his rear, marched out of his en- trenchments at 3 o’clock on Saturday morning and attacked Gen. Schoepf in his camp. His pickets were driven in at an early hour, and the attack ‘was mace before daylight. The battle 1s reported to nave raged with great fary until three lock in the afternoon, when Zolliccffer having been killed, tbe whole force of rebels tied in confusion to thelr entrenched camp. The loss is not stated, but is thought to be heavy. The Bailie Peyton killed is ason of the ex- member of Congress, of Tennessee, of that name Uur victory is said to have been a very decisive one, and will result in the rout of the whole force of the enemy defending the right flank at Bow- ling Green {Latest.} Lovisvitts, Jan. 20 —The recent fight it now appears took place on Sunday instead of Seturday morning. After the defeat of the enemy on Sun- day afternoon, Gen. Thomas followed the rebels to their entrenchments, sixteen miles from bis own camp, and was about toattack them this morning when he found their entrenchments deserted, the rebels having left behind all their canuon, quar- termaster’s stores, tents, horses and wagons, which fell Into our hands.
