A Cwance tn rae Caninet —We were not at liberty yesterday afterncon to announce the fact that the President in the course of the day bad nominated the Hon. Simon Cameron to the U.S mission to Russia, eves Hon. C. M. Clay, recalled at bisown request; and, also, the Hon. Edwin M. Stanton, of Pa..to be Secretary of War in Gen. Cameron’s stead. General Cameron is understood to have bren anxious, for some time past, to escape the onerous and constitution-wearing duties of the War De- partment, and hastaken the opportunity oeeur- ting through Mr. Clay’s repeated request to be recalled from St. Petersburg (that he may take an active part in the war for the restoration of the Union), to exchange his present position for one in which he may find that relaxation necessery for bis health. The selection of Edwin M. Stanton to be his successor does equal credit to the President's sagacity and enlarged patriotism. [t was, for the most part, through Mr. Stanton’s energy, em- phasis and clear mind thatthe porizing policy of President Buchanan, in the latter part of his administration, was changed to one of vigor against the rebellion. His exertions before enter- ing Buchanan’s Cabinet removed the scales from tbe latter's eyes; and when Mr. Bemade up his mind to do his best to stem the rebellion, he (Mr. Stanton) was naturally selecte@ as a trusted aid in carrying out his new policy. How faithfully and efficiently he discharged tbat duty, is well known to the country. Since the accession of President Lificoln, the latter has had no warmer or more efficient sup- Porter of his patriotic efforts to repress the rebel- Mon than Mr. Stanton, who may be taken as 3 fair representative of the great loyal mass of the people who though not voting for Mr. L. in the late presidential election, have supported him and his war polloy with single-minded earnestness that forms an admirable example, and makes as- surance of the ultimate restoration of the Union, doubly sure. Mr. Stanton’s nomination under the circum- stanees, is but another evidence thet the President realizes the obligation resting upon him to con- duct the war in no partizan spirit; to bring to bis aid all bis country’s resources that, being made available, may be likely to strengthen his hands for bis country’s good. Mr. 8. is no politician—never having taken part, great or small, in any political affair whatever His selection, by Mr Buchanan, to be the Attor- ney General, of course gave deep offence to the latter’s chronic party leaders on that account; but their objections to him were soon overborue by the effect on public opinion of bis vigorous and patriotic Influence with Mr. Buchanan, in at once bringing up to the goéd work the remnant of the naval and military power of the Government, for its own preservation. Thecountry owe to Edwin M. Stanton more than to any other living man the fact that the revolation did not become un Sait accompli ere President Lincoln was sworn into Office; and we predict that in calling him to his aid at this time, President L. will redouble the power of the loyal masses who originally voted agsinst him, to ald the patriotic and segacious measures with which he ls now laboring to put down the rebellion. Corton Szzp.—Hundred of applications are made to the Commissioner of Patents for cotton seed. In several instances he has been urged to Procure seed from Port Royal as an available polatat which it can beobtained. The Sea island (black seed) cotton cultivated tn that locality will not succeed in the inland countries without at ‘least a long acclimation; while, on the contrary, it is believed the green seed cotton, producing the white fibre, such ax is now raised in Tennessee, Arkansas, Missouri, and portions of Kentucky, will vieldabundantly. Ifa way should be opened by a movement of the army at a sufficiently early day, it is the intention of the Commissioner to procure & quantity of such seed as he believes Will succeed in Obio, Indiana and {Illinois for disteibution fn small quantities. it is suggested to those who design to attempt the cultivation on & large scale to secure seed through persons con- aected with the advancing army, and not look to the Patent Office for their supply. HiscLer, Bricnoti, Svsini.—We announced yesterday that the principal artistes of the New York Academy of Music, New York, are to give three grand operatic performances at the Theater, en Monday, Tuesday and Wednesday, Jaauary 20,21 and 22. The company includes Miss Hink- ley, the dashing young American prima donna; Big. Brignol!, the renowned tenor; Sig. Susini, the great basso ; Sig Mancusi, the famous bari- tone; H. Mollenbauer, the celeberated violincel- Uist, and other artistes. The entire combination will be under the direction of the distinguished conductor, Carl Anschutz. The performances durigg the three nights will be Don Pasquale, Barber of Sevilla, and Donizetti's new opera, Betly. The sale of tickets for either of the three opera nights will commence on Saturday morn- ing at 9 o'clock, at Mr. Metzerott’s music store. The news of the fact came hither first from a very reliable source. NOT TRUE. Weare assured by Dr. Garbuski. physician to Acting Brigadier General Steinwehr, that the re- port that the state of his (Gen. Steinwehr’s) health is such as to incapacitate him for duty, Is incor- rect, as he is in perfect health and capable of dis- charging all the duties that would be required of a@ military man ARRESTED. On the night of the 9th inst. the Rev. Bennet Smedes, of Raleigh, N. C., Jobn E. Rea, of Bal- timore, M4., and George M. Gormly, of Norfolk, Va., were arrested upon the Potomac river by a vessel of the blockading flotilla, endeavoring to make their way over into Virginia, and have been sent up to the Washington navy yard NAVY YARD. The steamer Jacob Bell, which ran the blockade night before last and came up from the lower flotilla, ts still at the Yard. She brought no Ister information than that already reported, and there has beea no arrival from the lower Potomac since yesterday morning. CAVALEY FOR PORT ROYAL The Massachusetts Cavalry Regiment sailed from New York yesterday morning, for Port Roy’l. Severa! transports, with supplies, also left for the same destination, DISBANDED. The Michigan Regiment of Lancers, raised by Colonel Rankin, of Canada, is to be disbanded, in consequence of the resiguation of the Colonel. ————_~0+e-— - PrRsonaL.—The release of Mr. W. H. A contract had been made with certain parties for twenty- two hundred head of cattle, who sat down after they had been received and {n the next twenty. four hours sub-let {t to men who did know some- Sing about the business; and so, on this twenty- two hundred head of cattle, the first les made $32,000, and regular furnishing parties another profit amounting to $26,000 more. Upon shoes already worn out by the soldiers, the government bad been put toan unnecessary expense ofseventy- five cents on each pair—or, in all, three-fourths of @ million of dollars; and upon a let of shoes al- ready manufactured it had got to loose another three-quarters of a million of dollars. A lot of horses had been boug bt for $58,200, and then conveyed from Pennsylvania to Louisville at 2 cost to the Government of $10,000 more before prod were condemned and cast off There are eighbty-three regiments of cavalry (1,000 strong) now in the army. It took $25,000 to put each respective regiment on its feet; $20,000,000 bad thus been expended upon cavalry regiments before they had left the camps in which they had been mustered. Many horses, costing the Gov- ernmenta great deal, had been brought to this city and then chained to a tree and then left there todie. There wasa contract existing for the de- livery, within six months, of one million and ninety-two thousand arms at $21 apiece, which ought not to cost over $134 each. Besides, there was another contract for 272 Enfield rifles. Again: there was still another contract involving an ex- penditure of $978,446. After the riot of the 19th of April last In Baltimore there was organized in the city of New York a corps or planderers on the Treasury. In the matter of fuel, the contrac- tor drew his $7 a cord, and left it to the Govern- ment to draw the wood. Aside from what had been expended, another 100,000,000 would be necessary before the 4th of March next. The civil appropriation bill was ) Pro- viding for the coast survey as follows :—For the survey of the Atlantic and Gulf coasts, $178,000; for continuing the survey of the Western $100,000; for continuing the survey of the Florida reefs and keys, $11,000; for publishing observa- tions made in the reas of the survey of the coast, £5,000; for repairs of steamers, etc., 5,000; to supply deficiency in the fund for the relief of sick and disabled seamen, $200,000; for the discharge of miscellaneous claims, $5,000.
