I was astonished to hear the gentleman from the First Ward (Mr. Magruder) say that the charter gives us the right to advise the Mayor.”* Mr. Magruder —I did not sayso. It is our pre- rogative. Mr. Brown said the charter gave us no such right. The Mayor has the power to remove and appoint. He (Mr. B ) wished aiso to sink ty, and as the Mayor should nominate, would judge under the solemnity of his oath whether he would vote for or inst such nominations as they were presented. But he did not wish to fetter himself ‘with thisresolution. He did not bold that be- cause the places were filled, they were therefore filled with the best men in the corporate limits. He voted against some of the late Mayor’s nomi- nations, and thus stood committed. Ifthe Mayor nominated better men than those he (Mr. B ) had voted against, he would vote to confirm them, but ‘would reject men who were not better. He would not tie himself, by voting for this resolution, but would decide on the merits of each nomination as it was presented. He was as much opposed as any one to an indiscriminate sweep—ousting one set of party politicians to put in another set. Mr Sargent eald we did not elect the Mavor to carry out the wishes of the absent Mayor, but to be Mayor in fact, with all the rights and privi- leges of the office. One gentleman had thrown ont tbat the late Mayor was arrested without cause. Certainly it may be presumed that the Govern- ment hed some cause for bis arrest. He may be absent all the term, and in the meantime we have a Mayor with all the rights and privileges of his predecessor. He for one was not willing to say the Mayor’s hands should be tied. Mr. Moore didn’t deny the right of the Mayor, it not fer the surroundings, one might be struck by the novelty of thiascene. Large assemblages of the people of Penrfylvania, on any occasion which calls them together for the deliberation of subjects touching the general welfare and the pubiie good, are always attended with charms which fascinate; but when I look over thousands of Pennsylvanians, away from the soil of their native State, in arms, there is inspiration in the occasion.
