The Federa} jcal Line—W: re bea Rebel chanel se Dicsans in sg $4 bel Camp—Virginia Shimpiasters, écc.; ke. THe wORTHREN STRATBEGICAL LIVE. The fs from the Frankfort (Ky. Yeoman, Aug. 27, an ——— We conceive the strategical line frout which to make a successful development of military foree the South, is — which ney run from Cumberland to ; Tenn; and its occa: on ly tarpenre lable from its strength, is the prime object of the Federal government. Richmond was never a point of military fm- portapoe, farther than tiat, in the possession of the Federal , it would no louger me: ace the lines of railway converging upon E Tennessee. Manassas Junction was on the line , in approach- ing the basis strategical line mhich covers the whole field. The col sof McCall and of Cox in the valley of the Kanawha were each destined to reach different points on the same ji ington to East Tennessee, with the view of acquiring access to the line we have indicated as the great line of strategical development. Foiled at Manassas, Scott will now organize the armies of the Potomac, the Shenandoah, the Kanawha and the Cumber- land, to renew attempts to gain possession of line. Itis to the last named army that Gen. Robt. Anderson (the gallant Major Anderson, of Fort Sumter fame) is assigned, with his headquarters at Louisville, Ky. It is for the use of Anderson’s column that muskets, artillery and munitions of war are new pouring into Kentuoky over the roads converging from Covington avd Louisville; it is for this camps are commenced at Hoskins’ and Crab Orchard, and elsewhere; for this that Ror- “seau’s brigade has moved from Indiana into —t for oe Green — m - tempti: speeches to rouse the people o! prom aie ins; for this that Lieutenant Nel- son, of the navy, is,detached for on-shore duty, to distribute arms in Kentucky, and thus by all these means, by a march through Ken- tucky, sustained by the Union party of Ken- tucky, a maroh of federal troops from the north, protected in their pear encampments in Ken- tucky, com nominally, if not fully, of Ken- tuckians, that the federal government expects Gon. Anderson to achieve the object of obtain- ing possession of the great line in question. That would be a sore a muity to the South, aod, inthe end, to the North also; for it would only result in prolonging the war for the pre- tended but unattainable object of reconstruct- ing a shattered Union. It is asked why the Ce of this line from Cumberland Gap of such strategical importance? We answer, because it divides the connections of the parts of the South from each other, separates the Carolinas from Tennessee, Virginia from Ten- nessee and the southwestern States, and ren- ders the Confederate States into bundles of fragments, not one of which could support or sustain the other, and of which each, in its turn, may be overwhelmed by a vastly supe- rior force to any it can, by its own resources, coramand. \7ith that line in possession, the Federal hope is that Hast Tennessee will revolt against the State government and the Confed- erate States; aod in that event the e of John Carlile & Co., played in Western Vir- ginis, of setting up a bogus State government, would be played out on a second theater, ine- vitably causing civil war in Tennessee, and giving to Scott's basis line and depot of mu- nitions of war all the support derivable from & people as thoroughly subjugated as ould desire. If he can occupy that line n State east of the Missi: ji on both flanks at the same time. With East ville itself from several directions. WILL THE! iB A REBEL ADVANCE? [Special Correspondence New Orleans Delta } Will there be an advance? is the question which engages all minds. At present the Lin coin Government is on the defeasi Lt ex- riences great difficulty in rais troops. he money is more easily ralsed than the troops. The relation of the two belligerents is now completely reversed. McClellan 1s ez- ercising all his genius and exhausteng the resources of the Goverument to hols Wash- ington aud Baltimore, while our govern ment is in condition to advance and drive hem b yond the Maryland line. Of the prac- tisability of this there is little doubt, the only discussion is as to its expediency. Those who advocate the advance beyond the Potomac justly and forcibly centend that it would never do to keep the army we now have in the field unemployed and exposed to the hardships of a winter in the fields and under tents; that.a large city like Baltimore will be n eded to secure shelter and supplies for so largea Sores; that we ows it to Mary! to emanci- ‘pate her freemen from the degrading tyrany of the Yankees, and affordjthem an opportani- ty of coe are whieh confederacy sh will attach ; that Virginia and the Con- federate States can never be safe from attack long as ington city, where were c b> in esy number and quality, can be so rap- idly concentrated; that a bold advance 1 a dispirited and demoralized foe is al- the most effective mode of a war car meeting 8 satisfac’ peace. have no 8; ive and ambitious views, but want peace and our independence. Will we never receive these from present fanatical aod of the North until we drive them into their own a — hence with by and menacing front, deman tees that they will stay within those imits; that will make a fair division of the asserts of the old Union, and will hence- forth refrain from DB conten ae ba (tg and property of our citizens’ The A decisive war policy’ is now ours. Ev. bank, every town and vill corpo- patina. oven th State iteclt, and private beck: ers, are deluging the State with wretched cur- recy, in notes from five cents to one dollar, Gold and silver are eagerly bought up at8 per cent. premium for these notes, and carefully boarded away. Of course this currency never ill be redeemed, and when it be bought up by those who have issued it, at an enormous shave—all of which will fall upon the ple and enure to the benefit of the Corporation. And yet it was gravely proposed that our banks should agree to oo-operate with banks which sanction and are engaged in this gigantio fraud, and re- ceive and pay out sonny Sager as they do their own notes. It may practicable for our banks to aid in giving value and strength to the issues of the Confederate Government, but when it is proposed to seduce or drive them into an alliance with bank false principles which prevail in this and other parts of the South, the people ought to be aroused to vigilance and stern resistance to all such achomes.—Correspondence N. O. Delta. DISEASE IN THE REBEL CAMPS The present is the try, (Fredricksburg, suffering from a prevalence of measles and typhoid fever. All the towns are burdened with a great number of sick, to whom the peo- ple never weary in acts of kindness and hoapi- tality. This sickness supplies an additional argument to the many others in favor of an early advance of our army.—Special corres- pondence New Orleans Delta. I regret to be compelled to give you a most unfavorable account of the health of our troops now inthe field. The inaction of the several large bodies of men in different portions of the Commonwealth, for three weeks past, must be attributed chiefly to the crowded state of their hospitals. In the peninsula the typhoid fever bas been prevalent, though happily not in malignant form. At Manassas and Aqui Creek, also, this nalady has prostrated a con- siderable number. In Richmond, or rather in the camps around it, fifty per cent. of the troops have been stricken down with the mea- sles. Private hospitals for the reception and better treatment of the inva have been peat from day to day, until every street, almost every equare of the city, has its long sick list, and the ladies are worn out in their attentions to the sufferers They do not weary in the spirit of their good work ; but excessive tching will exhaust the physical powers. As yet there has been no great fatality ng the thousands of cases, but just as soon dozen have been discharged as well, from a hospital, beds have been filled, and there is no diminution in the number of new cases.—Rich- mond correspondence Memphis Appeal. Since we pitched our camp here gloom and sorrow have saddened the countenances of owing to the distressing fact that disease an: death have prevailed among us. Our exposed condition during our camp on Bull Run, and the want of proper food and water, was a seri- blow to this regiment and to all the troops tl were likewise unfortunate. In proof of this I will mention that out of forty-seven hundred in the brigade, only twenty-three hundred reported for duty on the 20th inst., and companies that before ordinarily turned out an drill and parade from sixty-five to nine- ty men, do not tarn out now more than cight and ten files per day. The hardships and suf- ferings eonsequent upon the movements of Gen. Johnston's division of the army, which resulted in such a glorious success to our cause at Manassas, has, I dare prostrated fully one-third of hi E sound of musketry procl: he death of some Southern hero who has fallen a victim to dis- ease in the camp, and over whose grave blank cartridges are fired as the last military honor paid to the dead. UNION PEBLING IN EAST TENNESSEE. Weoconversed yesterday with a distingniched | ag oe from Augusta, jast on his return tom Virginia.
