The President this morning made the following additional appointments of brigadier generals for the volunteer force—all of them but Professor Mitchell being from the list recommended by the | New York Congressional delegation. Viz: Col. Louis Blenker, of U.S. Volunteers. Col. Henry W. Slocum, of U.S. Volunteers. Major James S. Wadsworth, Volunteers, aid to General McDowell Col. John A Peck, ex-Major of the regular army, who distinguished himself in the Mexican war. Jobn H. Martindale, a graduate of West Point. Ormsby M. Mitchell, (Professor of Astronomy,) of Cincinnati—a graduate of West Point and ex- army officer. A NEW INSPECTOR GENERAL. The President to-day appointed Maj. Randolph B. Marcy, Paymaster U. 8. A., to be Inspector General of tbe Army, with the rank of Colonel. While serving in the line, Col. Marcy was an officer of much distinction. MOVEMENTS DOWN THE RIVER. This morning the U S. steamer Freeborn, Lieut Hurld commanding, arrived at the Navy Yard, from below, for coal, supplies, &c., and left again this afternoon. She is now engaged cruis- ing between Fort Washington and Aquia Creek, and running in the little inlets and creeks, over- hauling and destroying boats. All boats of which a satisfactory account {s not given sre summarily destroyed, thereby very much impairing the facil- ities for communication between Maryland and Virginia. Occasionally a shot or shell is tosaed over into Mathias Point and other places where the Confederates are supposed to be, but witbout eliciting any reply. Night before last the George Page (Confederate) attempted to run out of Aquia Creek, but the Ice Boat engaged her, and after a few shots compelled her to beat a hasty retreat. The Ice Boat was not struck, but {t is thought the Page was injured. The latter carries six guns, end it Is said has been painted black. She fre- quently comes down to the mouth of the creek, and after a brief glance at affairs puts back into her den. The Ice Boat and Pocshontas now guard this point, and occastonally drop a shell in the woods by way of test of range. The Pawnee and brig Perry lie off Alexandria, as usual. It ls reported that batteries are being put up at the W bite House ; and on Wednesday night five boats of armed men were seen by a schooner to cross over from the Maryland side, and land at that place. At Fort Washington all is quiet and in good order. Several prizes lie at the wharf, taken by the fleet down the river. To-day, the resignations of Chief Engineer Charles Spencer and Second Engineer Andrew Buranca, of the Freeborn, were accepted, and those positions vacated. We did not learn who are to succeed the resigned officers. The steamer Philadelphia went down this morning. NAVY YARD. Workmen are now employed clear! ng away the rubbish of the building demolished by the late explosion, and preparing for the erection of an- other building. The walls were so shaken that they were pulled down with ease. Many of the brick will answer however {n the construction of the new building, and materials for mortar are already on the spot. For the present the work carried on in the building previous to the explo- sion is done outside, under a canvass protection from the weather. The two men who were so baldly wounded are rapidly recovering, and will soon be able to resume their business. MOVEMENTS OF TROOPS. The Third Kegiment of Sickles’ Brigade went over the Eestern Branch yesterday evening. A New Jersey Regiment crossed the Alexandria Aqueduct Into Virginia, yesterday afternoon.- MILITARY ARRESTS Thos. Hitchcock, Jobn F. Gaunt, Wm.Thomas, and William Winkledom—four men captured by Lieut. Greene, of the Second Cavalry, a few days ago, about four miles from the Chain Bridge, in Virginia—were brought to this city yesterday, and last night were committed to the county jail by Justice Donn. They are charged with con- veying information to the rebels. ——~+e-____ Tue Conrepsracy anv THE INDIANS.—The Confederates are at work making treaties with the Indians The Fort Smith Times of the 12th ultimo learns that Captain Pike has concluded treaties with the Choctaws, Chickssaws, Creeks, and Seminoles. All the tribes on the fron‘ier have thus formed an alliance with the Confederate ‘States except the Cherokees. These latter, with Mr. Ross at their head, are for neutrality. A large number of his people are with the ‘South, mostly half-bloods, while the full-bloods are opposed to the South, and still adbere to the old Government. Several of the balf-bloods have been compelled to tee for their lives. The Times entertains no hope of any arrangement being made with Mr. Ross by the Confederate Commissioner. Puetinent Questions —The Maysville (Ky.) Eayle asks the following very suggestive and pertinent questions: Did your ever bear one of these State Rights men, who talks about the expenses of the war, ame the Confederates for bringing the expenses on us?
