WASHINGTON CITY: TUESDAY........---- a 2, 1861, Spirit ef the Morning Press The Intelligencer argues that the Administration has no intention of making war upon the South, and that if it had such, it has not the power to iton “The Republican says that the people of the United States will never consent, at the dictation and for the interest of slaveholders, to extend slavery, either by acts of Congress or amendments to the Constitution, and that the precipitate course of Virginia secessionists is placing them ina position from which it will be dangerous to Proceed and mortifying to withdraw. PorvtaR SenTIMENT IN VinGINIa.—A recent brief trip into the interior of Virginia has thor- oughly satisfied us that there exists no foundation whatever for the impression sought to be made by the Richmond disunion newspapers, that a considerable change in favor of their very bad cause has occurred In that State since the late election of members to their current State Con- vention. According to their statements the Old Dominion is all ablaze for immediate secession. Our observation was, principally, in the very county in which the change in favor of disunion is represented to have been greatest; wherein we could not hear of igle citizen who being for the Union at the date of the convention election, is now for placing Virginia under the usurpation of the Oligarchy—not one. -On the contrary, we found the people very generally utterly amazed, incensed and disgusted at tho otrocity of that usurpation .s developed by the means taken to confirm it in power—the entire abrogation of pop- ular rights in the seceded States, and the whole- sale misrepresentation of purposes and policy of the Government of the United States towards the South, made plain in its conduct since the fourth ef March. We found no man there with whom ‘we conversed upon the subject who now fuils to realize that the question which Virginia Is to de- cide, is whether she will give up the assurance of the continuance of all the rights, privileges, Mberties and blessings which her people have en- Joyed through the Government of the United States up to this time, for the questionable con- dition of citizenship under the despotism of + Rhett, Spratt, Cobb, Toombs & Co. Not a man of them entertained the idea so Industriously sought of late to be injected into the Virginia pop- ular mind, that the policy of the present Admin- istration is an aggressive one upon the South ‘The result is, that the cause of the Union is far stronger at this moment there than previous to the 4th of March, when the course of the present Government towards the South was uncertain, and was being most effectively misrepresented Tus Errect oF rug ADMINISTRATION’s Prace Poticy.—It is beyond doubt true, that thronghout the border slaveholding States, the forbearance of the Government towards the usurpation of the Oli- garchy ts having its legitimat effect ia the way of rapidly reviving in the popular beart the enthus!- em in behalf of the Government of the United States, which existed everywhere under its ju- Fisdiction, until the late explosion of the conspira- cy by which it bas been temporarily di ited. We are constantly seeing gentlemen from differ- ent quarters of all those States, and with the ex- ception of the few of them who are advocates of civil war !f necessary to make disunion a fixed fret for all time to come, who does not freely de- clare that the people everywhere around them are already satistied that their rights and interests have nothing whatever to fear from the policy of the present Adminisiration. Nine-tenths of the sympathy with the cause of the Oligarchy in the border States grew out of the apprehension, not long since yenera} within their limits, that Lin- coln’s adm!nistration would be an abolition one, basing its reconstruction policy upon tue use of force in the South, and the fect that it now evi- dently proposes to trust the petrictism and good sense of those who have suffered most at the Oli- garchy’s bands—the people of the seceded States —to right their own wrongs In due time, has already secured for it more of the respect and con- fidence of the people (in the border States) than any other national administration ever achieved among its political opponents in so short time. The reaction in popular sentiment in those States is going on more rapidly than we can explain, and is crasbing out the spirit of disanion jn all directions. The truth: is, the knowledye that thin reaction is becoming untyersal is at the bottom of the increasing desperation of the disunion leaders and press of the non-seceded slavebolding States, #0 manifest in the virulence and intensity of their ravings just now. Bedlamites were never more Incoberent, violent and senseless in their denun- ciations, than are these same orators and newspa- pers. Reconstavction.—Who has forgotten the speech made by the Mississippi political mis- sionary in Baltimore? He said the object of the secessionists was not to give up the Union, but to first go out of it and then procure its reconstruc- tion by some acceptable emendments to the Con- stitution. In this manner many Union men were wheedled into becoming secessionists. Even our neighbor of the Baltimore Sun was simple enough to be caught by this chaff and dashed furiously into the current of secession. The notion was about as wise as it would be to think of improving a beautiful pitcber by first smashing it and then sticking the pieces together with Spalding’s glue! But what do we see now? Having gotten seven States out of the Union by this and other deceptive arts, they now say the Union never can be reconstructed on any terms? Having fatled to induce the border States to follow them under the delusive pretext of reconstruction, they now change their tactics, and tell them they have no alternative but to choose whether they will ad- here to the North or join the cotton States! Such are the consistencies of secession! INCENDIARIsM IN CHEsTERTOWN.—Our com- munity has been startled during last few days by developements growing out ofthe arrest, on lon- day night, of two negroes in this place, belong- ing to Col 8. W.. Spencer and Misa — ilendrix, of Queen Anne’s, charged with setting tire tothe Masonic Hall on the 20th. Soon after their arrest they made a full confession, implicating a well- known citizen of the place, Edward Mansteld, as the instigator.
